WCAPE GOVT STATEMENT ON FORESHORE FREEWAY

Issued by: The Western Cape Ministry of Transport, Public Works and Property Management

19 March 2002

FORESHORE FREEWAY

The decision to complete the Foreshore Freeway is presently under review. The Provincial Cabinet resolution was that a broad inclusive participatory planning process be launched in order to reach consensus as to the appropriate development framework and transport solution to the Foreshore area. This process would be informed by existing planning as well as the Central City Development Framework, which is currently underway.

The Participatory Planning Process was launched on Thursday 7th March 2002 at a workshop chaired by Minister T Essop and supported by Councillor D Landingwe of the City of Cape Town. The outcome of the workshop was that four focus groups were identified as follows:

- Integrated Planning and Environment to be led by Professor Ivor Prinsloo.

- Development Framework to be led by Mr. Mike Farr.

- Transport and Traffic to be led by Mr. Frank van der Velde.

- Public Investment Priorities to be jointly managed by officials from Province and City of Cape Town.

These focus groups will meet regularly during the next two weeks and discuss progress at a Steering Committee meeting scheduled for 26th March 2002. It is at the Steering Committee meetings that the work of the four different focus groups would be integrated.

The Steering Committee is chaired jointly by Ben Veldman of PAWC and Ron Haiden of City of Cape Town. The members include the Focus Group leaders mentioned above, as well as Mr. Basil Tommy of the City of Cape Town.

The date of 19th April has been set as the target date for the submission of final recommendations by the various sub-councils of the City of Cape Town during May and then forwarded to the full council of the City of Cape Town and the Provincial Cabinet.
