The South African Telecommunications Regulatory Authority (SATRA) has decided not to accept or rely on a report by Grant Thornton Kessel Feinstein on the financial plans submitted by applicants for the third cellular licence.
The decision follows a disclosure last week, by Grant Thornton Kessel Feinstein in a draft report to SATRA, that the company had had prior dealings with companies and persons involved in consortiums bidding for the third cellular licence. At a meeting of Council, SATRA decided that it would be safer for it not to rely on a report, which could potentially expose the Authority and the process of awarding the third cellular licence to allegations of lack of impartiality.
