THE ANNOUNCEMENT OF THE PREFERRED BIDDER FOR THE COEGA PROJECT

Issued by the Ministry of Public Enterprises

13 April 2000

I am pleased that a preferred bidder for the Coega Project has now been selected and that Portnet will develop the infrastructure for the Coega deepwater port.

The Coega Port is of strategic significance in the overall marine infrastructure and the industrial development strategy of government. The Coega Port Project within the larger Coega Industrial Development Zone holds tremendous potential for job creation in the Eastern Cape and further afield.

In my capacity as Minister of Public Enterprises I am confident that the R1,5 billion investment by Portnet will play the desired role as a catalyst to propel this project and the greater industrial development forward. Their development of infrastructure such as the breakwaters, quay walls, navigational instruments and others confirms the premier role that Portnet continues to play in the management of port operations in South Africa. More significantly, Portnet will continue to discharge its functions as port authority according to international best practice standards.

The selection of P&O Nedlloyd and TCI as the Preferred Private partner is a positive step as they have an established track record and international experience in rolling out similar projects. Together, with Portnet's formidable capacity in this area, I believe we have an excellent project team that will ensure the success of this development.

Finally, I look forward to the speedy progress with this development so that its impact can be felt in strengthening the economy of the Eastern Cape and uplift the lives of the people of this province.
