Funds that have been reported to be under-spent by HIV/AIDS & STDs and Government AIDS Action Programme are all committed funds. About R1 million has been paid already to the organisations and it is hoped that by the end of March this year about R9 million would be allocated to organisations.
Funds that are not spent will be rolled over to next financial year as organisations operate from December to December and not March to March like government departments.
The delays resulted from problems with the K5 treasury regulations, which have certain requirements before organisations, can be funded. The regulations require that the department should get an audited statement and a financial report of the previous year of the organisation before forwarding any funds to an organisation. Contract agreement with Department of Health should be written and clearly indicate what will be done by the organisation with the funds.
The Department of Health is working closely and will continue to work with non-governmental organisations to stop the fast spreading of HIV/AIDS, which threatens to wipe out the African population.
