The Cabinet, sitting in a brief special session today, approved the appointment of Directors-General for the Departments of Public Service and Administration and Education, as well as Divisional Police Commissioners.
The appointments are as follows: Muthanyi Robinson Ramaite is the new Director-General for the Department of Public Service and Administration. Born on the 7th of March 1969, and currently the special advisor to Minister Fraser-Moleketi, Ramaite will now lead the highly demanding task of transforming the Public Service.
Thamsanqa Mseleku has been appointed the new Director-General for the Department of Education. Mseleku is currently the Deputy Director-General in the Department.
The following Divisional Police Commissioners and a Free State Commissioner have been appointed:

NEW DPSA DIRECTOR-GENERAL: MUTHANYI RAMAITE
Minister Geraldine Fraser-Moleketi welcomes the appointment of the new Director-General for the Department of Public Service and Administration, Muthanyi Robinson Ramaite. Ramaite was born on the 7th of March 1969, and is currently the adviser to Minister Fraser-Moleketi.
Ramaite is the founding Chairperson of Simeka Consulting, a public sector-consulting firm established in 1996. Before establishing the firm, he worked as an advisor to the former Minister for Public Service and Administration, Dr Zola Skweyiya, on the Presidential Review Commission. He also worked as an advisor to Ms Mary Metcalfe, the then Gauteng MEC for Education. He has been the Director of Human Resources Management and Development for the Gauteng Provincial Service Commission. He also acted as advisor to the United Kingdom's Department for International Development.
Before the 1994 elections, Ramaite worked as a policy analyst for the African National Congress' Centre for Education Policy Development. He became involved in active student politics, and was for a number of years National President of the South African Students' Congress (SASCO).
He has written widely on a number of aspects of public sector transformation and presented at various international conferences. On a part time basis, he also lectures at the Wits Graduate School of Public Development Management and Fort Hare's Institute of Government.

NEW DIRECTOR-GENERAL: EDUCATION
Professor Kader Asmal, MP, Minister of Education, has warmly welcomed the appointment of Thamsanqa Dennis Mseleku as the Director General of Education, as approved by the Cabinet this morning.
Minister Asmal said he was looking forward to a most fruitful relationship with Mseleku who brings considerable clout and formidable academic and administrative experience to the post. Thami Mseleku has been a teacher, researcher, lecturer, trade union leader, and special adviser to the previous Minister of Education and most recently the Deputy Director-General in charge of Corporate Affairs and Human Resources in the Department of Education.
Mseleku has a Master's degree from University of Durham in England (1987).
Professor Asmal said: "It is South Africans with the administrative skills, policy background and drive - not to mention the writing ability - of Mr Mseleku who do their country vast credit, and offer all of us hope for the future".

NEW COMMISIONERS IN THE SAPS
Minister Steve Tshwete has welcomed the approval by Cabinet of the new appointees to the rank of Commissioner in the SAPS. This forms part of the restructuring process that the Minister, working with the National Commissioner, announced a few months ago.
The appointments bring to the highest level of SAPS management, officers with a wealth of experience and a variety of backgrounds.
1. Divisional Commissioner: Crime Intelligence - T S Williams After 1994 elections he was a member of the Interim Advisory Team of the Minister for Safety and Security. Appointed as member of the SAP during 1995 as Head of Service Evaluation. Subsequently transferred to Detective Service as Head: Crime Intelligence.
2. Divisional Commissioner: Crime Prevention - M W Makhubela Currently Area Commissioner in the Northern Province. Many years of practical policing experience which can now be utilised at the national level.
3. Divisional Commissioner: Career Management - Dr V Singh Currently employed by the Department of Public Service and Administration as Head of Transformation. Played a leading role in the drafting of the White Paper on Transformation in the Public Service. Wide experience in Human Resource Management issues in the Public Service.
4. Divisional Commissioner: Training - J H Ferreira Many years of practical policing experience. Also wide experience in the components dealing with Strategic Management and Management Development.
Currently Deputy Provincial Commissioner of the Northern Province.
5. Divisional Commissioner: Personnel Services - M M Stander Joined SAPS in 1972 and is the first female officer to rise through all the ranks of the SAP/SAPS to reach this level. Many years of experience in Personnel Management in the SAPS.
6. Divisional Commissioner: Logistics - H M Hlela Many years of experience in the Head Office of the ex-Ciskei Police.
Currently Deputy Provincial Commissioner: Gauteng. Wide experience of administration at a Head Office level.
7. Provincial Commissioner: Free State - M J Gaobepe Many years in practical policing experience. Rose through the ranks and has an in-depth knowledge of policing. Since 1994, played a leading role in the management of the integration of the eleven Police Agencies.
