Cabinet today, 18 August 1999, agreed to the recommendations of the Minister of Finance for the appointment of the following persons to the Board of the National Development Agency.
The following persons were nominated by a selection panel representing civil society:

With the announcement by the Minister of Finance of the names of the persons appointed to the Board of the National Development Agency, the NDA will be legally constituted as an institution. However, the Agency will most likely take several months before it becomes fully operational and has established a set of procedures and processes so that it may fulfil the full range of its responsibilities. A primary focus for the new NDA Board will be for it to develop a set of criteria which it can use as a basis for the funding of organisations and projects. In addition, basic infrastructure will need to be set in place for the NDA to function, including the hiring of a full-time Chief Executive Officer, a full-time administrative staff complement, office premises and office infrastructure.
The Transitional National Development Trust was established in January 1996 as an initiative of the government and non-governmental organisations. In terms of the Deed of Trust of the TNDT, the institution - "shall be dissolved within thirty days of the Trustees having received written notification from the Minister that the NDA has been established unless the Trustees and the Minister have decided otherwise."
However, the NDA has neither the infrastructure nor the procedures necessary for it to fulfil its responsibilities in the period immediately following the announcement of the Board. Cabinet has therefore agreed that the TNDT shall be requested to continue its operations and have as a primary responsibility the task to ensure that funds continue to flow to the NGO sector on the basis of the existing criteria used for this task.
A deadline of the end of March 2000 has been set for the NDA to become fully functional. The TNDT will be asked to continue functioning for the same period. It is expected that during this time the TNDT will make available for disbursement those funds allocated to the NDA.
These funds include the R50 million appropriated in Programme 4 of the 1998/1999 budget of the Department of Finance for the NDA but transferred to the TNDT. In addition, the TNDT will administer those funds set aside for the NDA by the European Union for the above period, as well as the portion of funds set aside by the Independent Development Trust in the process of the dissolution of the IDT.

The following persons were nominated to the Board from civil society
MS PHOMOLO MODISE
Ms. Modise is from the Free State. Her experience and strengths
lie in her financial management skills coupled with her
understanding of and experience of the institutional development of
Boards. Her field of interest includes business, tax matters and
management issues. She has a sound knowledge of communities and a
willingness to work with communities in a hands-on fashion.

PROFESSOR PALI FRANCIS MOHANOE
Professor Mohanoe is from the Free State and presently works in
a part-time capacity as coordinator of the Equal Opportunity
Council. Prior to this he was Chief of Staff of the Office of the
Premier of Free State Province, and for many years worked in the
Department of Didactics at the University of the North. He has two
doctorates, and has studied and worked in various insitutions in
South Africa and in Canada. Prof. Mohanoe was a founding member of
the Equal Opportunity Foundation, where his particular
responsibilities included processes of Project and Development
Evaluation, and Grantmaking and Fund-raising. He has also served as
Director of the New Era Schools Trust. Professor Mohanoe has served
on the boards of numerous organisations, including the Teacher
Opportunity Programmes (TOPS), the education and Development
Foundation, and the Council for Black Education and Research. He is
interested in development issues and grantmaking.

MS DUDU MOKOENA
Ms Mokoena is from KwaZuou-Natal, and has extensive involvement
and experience in the organisation of disabled people, especially
amongst rural women. She has served in numerous organisations,
where she is presently Chairperson of the DPSA Policy Commission.
Her particular interests are in rehabilitation issues, especially
in rural areas. She is also involved in the KwaZulu-Natal
Rehabilitation Committee, Ms Mokoena is presently employed in the
Ladysmith Local Council. She has a Diploma in Community Development
from the University of Natal.

MS NONTOBEKO MOLETSANE
Ms Moletsane is presently working as the CEO and an
Organisational Development specialist in the Initiative for
Participatory Development Organisation, based in the Eastern Cape
Province. This involves extensive interaction with development
organisations, especially on the rural areas of the Eastern Cape.
Ms Moletsane has a long history of involvement in community
development doing nursing and educational work, including a period
when she was employed as regional co-ordinator for the Masifundise
Educational Project. Ms Moletsane has served on the Council for
Black Education as well as on the Committee of the Board of Social
Responsibility of the Church of the Province of South Africa.

MR DELANI MLAMLI MTHEMBU
Mr. Mthembu is from Gauteng, and has vast development
experience and knowledge of the community service organisation
sector. He has a wide range of skills in funding, institution
building, facilitation, transformation and human resource
management, with a special interest in development issues. He has
displayed over the years good leadership skills and acute business
acumen, and serves on the IDT Board.
Nominator: Independent Development Trust (IDT).
MS MABEL RANTLA
Ms. Rantla's strengths lie in her understanding of corporate
investment -she has related experience in grant-making including
disbursing and assessing grants. She has a sound knowledge of the
development sector and it's needs and a food feel of development
dynamics. She is known amongst associates as a confident and
articulate person, as a good listener and a strong team member.
Nominator: National Association for Child Minders.
MS ROSE SEPTEMBER
Ms. September is from the Western Cape and has a strong
academic background with a good theoretical understanding of
government-communited-based organisation skills. She also has
experience in strategic planning and vast knowledge of children and
family issues in development. She has previously worked with the
NDA Implementation Committee.
Nominator: National Committee on Child Protection and
Development, and the National Committee on Child Abuse and neglect.
MR NKULULEKO SOWAZI
Mr. Sowazi has a background in business and finance. He is
based in Gauteng. He has a good understanding of the development
sector and how government works. His particular areas of interest
include housing matters and project management. He also has funding
experience and management skills.
Nominator: Mr E Molobi, CEO of the TNDT, and the TNDT staff
MR PETER TEMPLETON
Mr Templeton comes from an academic background and has a long
history of involvement with child and family welfare. He lives in
the Western Cape. He has strong links within the church, and
extensive board experience. He has a principled and value-based
approach combined with a deep understanding of development
politics.

REVEREND MATT ESAU
The Reverend Esau is presently a parish priest of the Church of the Province of South Africa in Mitchells Plain, Cape Town. For a number of years before then, he served as Personal Assistant to Archbishop Desmond Tutu. He has for many years been involved in community upliftment programmes and development. He was Director of the Foundation for Social Development and has served on the Boards and as a Trustee to numerous community projects such as the Equal Opportunity Foundation, the Careers and Information Centre. He is presently the Executive Chairman of the Starfish 2000 Trust, which aims to develop micro-businesses in the Cape Peninsula. The Reverend Esau has an BA Theology (Hons) and a MA in Social Science.
MS SAGOONA GORDHAN
Ms Gordhan has a BA Social Work and a B Soc SC (Hons) in Social Planning and Administration. She has previously worked as the National Director of the Urban Sector Network, a network of NGOs concerned with issues of development in urban areas. Before this, she worked as a Programme Manager for Interfund, a funding agency which directs funds from counties in Western Europe for poverty alleviation and development. In particular, her responsibility was for day-to-day supervision of the Danish Transitional Assistance programme. Presently Ms Gordhan is working for the Department of Welfare as Director of Public Private Partnerships. In this capacity she was responsible for the administration of the Non-Profit Organisations Act, served on the sub-committee on the Tax and NGO Sector of the Katz Commission of Inquiry into taxation in South Africa, and served in the advisory agency for the establishment of the National Development Agency.
MR ERIC MOLOBI
Mr Eric Molobi is presently a Trustee and Special Advisor to the Kagiso Charitable Trust, a leading development finance organisation. He is the Chief Executive Officer of the Transitional National Development Trust (TNDT), an interim development finance agency which works to secure a flow of funds to NGOs and projects involved in the alleviation of poverty and its cause. Mr Molobi also the Chairperson of Kagiso Trust Investments, a vehicle to harness business opportunities to participate in joint ventures with suitable local and international investors. Mr Molobi serves on the boards of several companies. Previously Mr Molobi served as the National Chairperson of the National Education Co-ordinating Committee and has a long history of struggle for social justice and equality.
MR RAMS RAMASHIA
Advocate Rams Ramashia has three university degrees, including an LMM (Master of Law) from the University of Witwatersrand. He has served in the non-governmental sector for 15 years in various capacities. He has extensive experience in fundraising, programme management and organisational development. Advocate Ramashia was a founder member of the South African NGO Coalition (SANGOCO). In that capacity he played an active role in engaging with the legislation which governs the functioning of NGOs in South Africa today, as well as headed the Sangoco's Poverty Commission. He was also instrumental in negotiations which led to the establishment of the Transitional Development Trust. Advocate Ramashia worked in the advisory team reporting to the Deputy President which developed the framework for the establishment of the National Development Agency, and as head of the legal task team, drafted the NDA Bill. In January 1999, Advocate Ramashia was appointed Deputy Director-General of the Department of Labour.
MS GLADYS SIBEKO
Ms Sibeko is presently the Deputy General in the Department of Health and Welfare in Mpumalanga Province. Her education background includes a BA Social Work, as well as Honours degrees in Criminology and in Social Work. Ms Sibeko previously worked for NICRO Prisoners Aid, and thereafter as a lecturer at the University of Zululand and tutored at the University of Witwatersrand. Between 1981 and 1997, Ms Sibeko worked as the National Director of NICRO. Ms Sibeko serves on numerous boards, and has extensive experience working in areas of entrepreneurship development in rural areas.
MR SYBRAND VAN DER SPUY
Mr van der Spuy has a B. Comm (Hons) and for many years worked as a Chartered Accountant. Mr van der Spuy is the MD of Partnerships Investment (in partnership with Nedcor Investment Bank and Coronation), a company which invests in private equity transactions. This is in addition to serving on the boards of several other companies. Mr van der Spuy founded the Partnership Foundation Trust which aims to assist the widest spectrum of youth in developing into leaders of tomorrow, and in doing so, develop their skills and ability to confront and alleviate poverty in communities. Mr van der Spuy serves on the Advisory Board of Cross-Border Enterprises, an Investment Bank based in the United States.
