DEVELOPMENT OF MANAGEMENT PLANS IN THE PUBLIC SERVICE

In line with the President's call to speed up the skills and service delivery audits, the Department of Public Service and Administration will be facilitating the development and implementation of management plans for all organisations within the public service. It is expected that the process of developing management plans should be completed within six months.

Such management plans will encompass service delivery improvement plans that focus on accessibility and quality of service. Departments now have the latitude to establish new organisational structures based on service delivery requirements and affordabiltiy.

The management plans incorporate human resource plans that links available skills and capacity to service requirements and affordability. In the process of developing these human resource plans, departments will identify skill demands as well as instances of over and under staffing.

The development of service delivery and human resource plans depends upon the availability of appropriate information systems and technology. It is thus incumbent upon departments to ensure that these systems are in place and that necessary technology is available.

The Department of Public Service and Administration is working with the State Information Technology Agency (SITA) to finalising an information management policy and information technology strategy for the public service. This will enable information sharing within government. SITA will in addition help departments to develop and deploy appropriate information systems and technology.

In order to ensure that the process of developing management plans is completed within six months. The Department of Public Service and Administration will provide consultancy support to certain target sectors, departments and provinces to speed up the process.

When these plans are in place, Government will be in a much better position to negotiate on issues such as redundancy management, redeployment and the social plans.
