NEW PRIORITIES IN TRANSFORMING THE PUBLIC SERVICE

In the past five years, a lot of work has been done to transform the public service and improve the delivery of services. We have developed new policies, established a new public management framework, and put in place regulations which will accelerate the delivery of services to the majority of our people.

Our major challenge over the next five years will be our ability to assist departments in implementing the new public management framework and achieve the new priorities that have been decided by Cabinet.

In order to accelerate the transformation of the public service, we have set the following priorities.

First, comprehensively reviewing current conditions of service in the public service and developing a new wage policy. Second, ensuring improvements in the quality of information on the public service that is used in planning and decision making. This information will be published on a quarterly basis.

Third, accelerating implementation of the new public service management framework, the skills audit and the Batho Pele programme. Fourth, the development of strategies for managing personnel costs downward and containing personnel expenditure.

Fifth, developing policy and guidelines for alternative service delivery mechanisms. Sixth, fast tracking capacity building programmes for all public servants. Seventh, improving the information technology and information management systems in the public service. And lastly, developing the DPSA's capacity to investigate and advise on the efficiency of the public service in the short and medium term.
