PRETORIA: The Media is hereby invited to the launch of the New Public Service Management Framework, on 22 June 99,at the Human Sciences Research Council (HSRC). The Framework which comes into effect on the 1st of July 1999, will see Ministers having more control and flexibility in managing the creation, grading and abolish posts in their Departments. They will also be able to recruit, appoint, manage the performance, promote, transfer and discharge employees.
According to the New Framework, Government Departments will from now on determine the appointment requirements for their employees. They will have greater flexibility in recruiting and retaining staff provided that the norms and standards in the new public service regulations are met. They will be able to set their salaries higher than that indicated through job evaluation if employees with the required competencies cannot be recruited or retained. These new measures are geared toward recruiting and retaining staff with scarce skills.
Broadly, the regulations focus on planning, organising work, job evaluation, compensation, performance management, training and education, discipline and labour relations. For example, departments can now develop their own performance management systems to suit the type of work done by their respective departments. There will however be transparency and accountability.
