MINISTER MOOSA TO LAUNCH A MAYORS FORUM

The Minister for Provincial Affairs and Constitutional Development, Valli Moosa will launch a very important intergovernmental Structure in Kwazulu Natal. The launch of the Kwazulu Natal Mayor's Forum will take place on Friday 14 May 1999 at the Newcastle Town Hall (Scotts Street). The Launch will take place from 10:00 to 14:00 and will be hosted by the Mayor of Newcastle Councillor Dr. S.M. Dhlomo.

The programme will be honoured with the presence of no more than Seventy Two-(72) Kwazulu Natal's mayors. Amongst the speakers at the launch will be the MEC of Finance Local Government and Planning in KZN Peter Miller; The Mayor of Durban Councillor Mlaba and the Secretary for the Gauteng Mayor's Forum Councillor E Cxaylya.

The purpose of this launch is to consolidate the work that the mayors can carry out through support of each other's roles as mayors.

In his key note Address the minister will address the issues related to the Municipal Systems Bill that will address the main developmental systems that should guide the operation of municipalities, and through its integrated approach will facilitate municipalities that are more developmentally orientated to improve the livelihood of the residents of municipalities. The Municipal Systems Bill addresses key processes such as integrated development planning, performance management, identification of the needs of the community, linking to budgetary processes, public participation, municipal service provision and municipal service partnerships, in order to ensure developmental local government. The whole operation of municipalities will be hinged on these core principles.
