On Tuesday 11 May 1999, the Africa Co-operation Programme (ACOP) shall be co-hosting a conference on African Renaissance and the Transformation of the South African Civil Service together with the Office of the Deputy President T.M. Mbeki. This conference aims at:
1. introducing ACOP to the Heads of Missions of African States represented in South Africa, the Heads of South African Government Departments and Representatives of Transformation Units within their respective Departments;
2. establishing links, via Heads of Missions of African states represented in South Africa, with Civil Service Training Institutions in African States for purposes of encouraging exchanges and sharing of expenses in capacity building initiatives;
3. establishing working relations between ACOP and South African government departments and their Transformation Units. This shall be informed by the emerging political discourse of African Renaissance and the Government's programme on civil service transformation at the three levels of South African Government;
4. exploring the meaning of the political discourse of African Renaissance and how this relates to meaningful transformation processes within the modern African State.
The conference theme is: African Renaissance for a Transforming Africa. This theme alludes to the need for Africa to begin to seek solutions to its own problems whilst grappling with issues of globalisation. African Renaissance or African Renewal as President Museveni of Uganda refers to it, can therefore be seen as a "wake up" call for Africa to restore its dignity and take its position as a respectable continent among others. Good governance and respect for all generation of human rights for all in African States shall mark the beginning of a movement to meaningful African Renaissance political discourse.
This conference shall, inter alia, be addressed by Dr Zola Skweyiya, Minister of Public Service and Administration and Dr Essop Pahad, Deputy Minister in the Deputy President's Office. ACOP is part of the Department of Public Service and Administration's (DPSA) European Union-sponsored projects.
