STATEMENT ON THE DRAFTING OF THE LIFEBOAT PROCLAMATIONS

The Office of Deputy President Thabo Mbeki has noted a Business Day article regarding the responsibility for the drafting of a proclamation to enable the Heath Unit to investigate further Reserve Bank lifeboats to other banks.

Both Offices of President and the Deputy President reject any suggestion that there exists confusion regarding such a responsibility. The responsibility of drafting such proclamations remains that of the president's office.

After discussions between Deputy President Thabo Mbeki and Justice Heath, the request for a further proclamation for the unit to investigate the involvement of other banks was sent to the office of the Deputy President.

The Office of the Deputy President referred the request to the office of the President for the attention of Prof. Fink Haysom, the president's legal advisor. Upon consideration of the matter, the President's office requested the Justice Ministry to assist with the drafting of the proclamation.

Once the Justice Ministry has finalised the draft the matter will then be brought back to the President's office for finalisation.
