CALL FOR COMMENT ON MPUMALANGA DEMARCATION PROPOSALS

16 November 1998

Members of the community in Mpumalanga Province and all stakeholders with interest in Local Government matters are requested to comment on the Demarcation proposals released today by the MEC for Local Government, Housing and Land Administration Mr Craig Padayachee. The document on Demarcation was prepared by the Demarcation Steering Committee chaired by Mr Simon Skhosana.

The Demarcation Steering Committee was appointed on the 18 March 1998 with six members tasked to investigate and make recommendations to the MEC with regard to amalgamations and delimitation of municipal boundaries.

Accepting the report which seeks to reduce and merge some Local Authorities, the MEC said "The importance of this process is to determine municipal boundaries that will enable effective local governance, integrated development, and the provision of services to the communities in an equitable and sustainable manner." he said. The MEC elaborated by indicating that there are certain factors that have to be taken into account such as employment, existing and expired patterns of human settlement and migration.

He however emphasized the need for financial viability and administrative capacity of the municipality to perform municipal functions efficiently and effectively. He also pointed out that the document is preparatory work for the National Demarcation Board.
