The Department of Constitutional Development is hosting a Consultative Workshop on the draft policy paper on The Regulatory Framework for Municipal Partnerships (MSP) on Wednesday, 14 October 1998.
The workshop is a forum for consultation with stakeholders in the private and non-governmental sector and includes, amongst other, private service providers, financial institutions, NGOs, professional associations and consultants. This will be an opportunity for these sectors to present their comments and concerns to the Department for consideration.
The purpose of the MSP framework is to strengthen and streamline the existing regulatory environment to enable local governments to develop alternative delivery systems for public services. Some important aspects which will be covered are the tendering procedures, mechanisms for the review and compliance of contracts, options for dispute resolution, tariff setting regulations, monitoring, stakeholder consultation and the potential for national and provincial intervention.
The workshop will be held on Wednesday, 14 October 1998, from 09h00 to 14h00, at the First National Bank Centre for Management Studies, 114 Grayston Drive, Sandton. The working session will end at 1300 with a wrap-up of the day's proceedings followed by a break for informal networking and a light lunch.
