The Summit will start at 09:00 at the Eskom Conference Centre in Midrand on Saturday, 10 October 1998. Media representatives are requested to have taken their seats by 08:40. The keynote address will be delivered at 09:00 by the President of the Republic of South Africa, Mr Nelson Mandela.

WORKING DOCUMENT FOR SUMMIT ON RURAL SAFETY AND SECURITY
1. Introduction
1.1. The summit was called by President Nelson Mandela after a meeting with the South African Agricultural Union at Mahlamba ndlopfu, Pretoria.
1.2. At the meeting it was suggested by Government that the summit should take place as soon as possible, preferably before the end of September.
1.3. It was not possible to achieve the above target due to the programme of the President.
2. Objectives
2.1. the aim of the summit is to bring all role players together to find a common strategy to step up the fight against crime, especially violent crime in all farming communities. The Minister for Safety and Security had tasked the Secretariat for Safety and Security to initiate a policy development process around broader issues of rural safety and security.
2.2. The summit will strive to achieve greater consensus on the causes of these violent incidents, many of which have resulted in tragic loss of life.
2.3. The summit shall review all operations that are in place with a view to improving their efficacy, and the practical implementation thereof by government.
2.4. The summit will make recommendations on desirable improvements in the legal framework to make the combatting of crime, especially in rural areas, more effective. 2.5. The summit shall produce and adopt a comprehensive and workable programme of action, the implementation of which shall be promoted by all.
2.6. The view of the participants to the summit is that the summit should make substantive and effective steps against violent crime in farming areas possible.
3. Participants
3.1. The participants at the summit shall be the following:

3.1.2.1. The Department of Safety and Security (11 delegates)
3.1.2.2. The Defence Department (6 delegates)
3.1.2.3. The Intelligence Community (5 delegates)
3.1.2.4. The Department of Justice (6 delegates)
3.1.2.5. The Departments of Agriculture and Land Affairs (2 delegates each)
3.1.2.6. The Office of the President (2 delegates)
3.1.2.7. The Office of the Executive Deputy President (2)
3.1.3. The South African Agricultural Union
3.1.3.1. The south African Agricultural Union shall have twenty five (25) representatives at the summit.
3.1.4. The National African Farmers Union
3.1.4.1. The National Farmers Union shall be entitled to send ten (10) delegates to the meeting.
3.1.5. Trade Unions
3.1.5.1. the trade unions shall have (5) representatives each.
3.1.5.1.1. COSATU
3.1.5.1.2. NACTU
3.1.5.2. Independent Unions shall have two (2) delegates each.
3.1.6. Non-Governmental Organisations
3.1.6.1. The non governmental organisations tharal and land reform sector shall be entitled to two (2) delegates each.
3.1.6.2. business Against Crime shal representatives.
3.1.7. The Legislaturehe Parliamentary Standing Committees on Agriculture and Land Affairs as well as Safety and Security at a national level shall be represented by their chairpersons and four other members from each committee. The chairperson of the Joint Standing Committee on Intelligence shall be invited.
3.1.7.2. Traditional leaders are to be represented through the chairperson of the House of Traditional leaders and two other members of the house.
3.1.8. The President, the Ministers and Deputy Ministers of Safety and Security, Justice, Land Affairs and Agriculture and Defence will also attend the summit. The Deputy Minister of Intelligence as well as MEC's for Safety and Security and Agriculture and Land Affairs from the provinces shall attend.
4. Venue
4.1. The venue will be the Eskom Conference Centre, Midrand.
5. Finance
5.1. The costs of the venue and refreshments for the summit shall be incurred by the Minister of Safety and Security and the Minister of Agriculture and Land Affairs. The Department of Agriculture will assist NGO's with travel costs.
5.2. There shall be no registration fees for the summit.
6. Chairmanship
6.1. The Minister and Deputy Minister of Safety and Security shall be the co-chairpersons of the summit.
7. The Steering Committee
7.1. The business of the summit shall be co-ordinated and directed by a steering committee composed of a maximum of one (1) representative from each of the participating organisations.
7.2. The Steering Committee, through a designated person, shall conduct all media relations for the summit.
7.3. The Steering Committee shall collate inputs from the government and participating organisations on the basis of which draft resolutions of the summit shall be prepared.
8. Resolutions
8.1. The deliberations at the summit shall be by way of draft resolutions which shall be tabled by the co-chairpersons of the summit.
9. Language
9.1. Deliberations at the summit shall be conducted in all official languages. There shall be a simultaneous translation.
10. Duration of Summit
10.1. the summit shall take place over one day.
11. Media
11.1 the proceedings of the summit shall be open to the media with the exception of deliberations which will be held in break away groups.
