BRIEFING NOTE: 2nd Southern Africa International Dialogue on Smart Partnership for the Generation of Wealth in Southern Africa, 26 - 28 July 1998, Swakopmund, Namibia.

Smart Partnership is a concept that was conceived during informal discussions between business and government members of the Commonwealth Partnership for Technology Management (CPTM).

It is about creating limitless opportunities and wealth that is shared, sustainable and allows participants to function in the global economy. Smart partnership works by putting ideas and principles into action that can lead to rapid and accelerated growth in emerging and developed countries alike. It also allows Partners to deal in a flexible and responsive way with unexpected and unforeseen changes brought about technological development and increasing globailisation.

The 1st Southern Africa international Dialogue on Smart Partnership was held in Kasane, Botswana, in May 1997.

The 2nd Southern Africa International Dialogue on Smart Partnership will be held on 26-28 July 1998 in Namibia. Issues for discussion include Smart Partnership in Technology Management. Networking for Trade and Investment and Regional Cooperation through Smart Partnership. It is expected that all Heads of State from SADC countries will participate. Other participants include President Jerry Rawlings (Ghana) representing West Africa, President Yoweri Museveni (Uganda) representing East Africa and more than 350 delegates from the wider Commonwealth.

The Dialogue will be hosted by the President of Namibia Dr Sam Nujoma and co-chaired by Leake Hangala (MD of NamPower) and Cyril Ramaphosa (Deputy Chairperson of NAIL).

Deputy President Thabo Mbeki will deliver a keynote address titled "Creating African Renaissance through Smart Partnerships" On Monday 27 July 1998.

It is expected that Deputy President Mbeki will return to South Africa on Tuesday 28 July 1998.
