MEDIA BRIEFING ON PROJECT VIABILITY INFORMATION

Dr Crispian Olver, Deputy Director General: Local Government and Ms Jackie Manche, Chief Director: Local Government Finance will address the media on the making available of Project Viability information to the public.

The briefing will take place at 0900, on Wednesday, 1 July 1998 in the Ground Floor Conference Room at the Department of Constitutional Development, Wheat board Building, corner of Proes and Hamilton Streets, Arcadia (entrance in Proes Street).

Project viability is aimed at bringing back sound financial practices and building financial capacity at local government level.

A joint Local Government, ad Finance MINMEC approved a National Intervention Framework on 19 September 1996 to assist financially compromised municipalities to become financially viable through:

• Monitoring the cash flow position of municipalities over a three year period;
• Financing certain interventions in financially compromised municipalities such as financial support programmes; and
• Building capacity at the provincial and municipal level for the sustainable management of municipal finances.

Recently there has been pressure on the Department to make this information available for public consumption, in particular from the private sector. It is acknowledged that some of the information collected is of a sensitive nature but that this should not undermine the provisions of the Constitution which aims to promote transparency in all spheres of Government.
