MEDIA STATEMENT BY MINISTER M V MOOSA, MINISTER FOR PROVINCIAL AFFAIRS AND CONSTITUTIONAL DEVELOPMENT ON THE LAUNCH OF THE EXECUTIVE DEVELOPMENT PROGRAMME FOR LOCAL GOVERNMENT OFFICIALS

The Department of Constitutional Development will, on 9 March 1998, launch a programme which aims to address the capacity building and training needs of local government officials. The programme is a collaborative initiative of the Wits School for Public and Development Management, USAID, First National Bank and the United Kingdom's Department for International Development.

The local government sector is engaged in the rapid transformation of its structures and functions. The White Paper on Local Government will have a major effect on local government as we know it. This sector faces a number of challenges to ensure growth, enhanced service delivery and the efficient management of existing services.

The Executive Development Programme offers an intensive training programme that will include the participation of international universities ieriences in this field. The rationale behind the programme is not only to develop the skills of officials but also to ensure proper support for the management of the tasks faced by local government.

The launch of the programme will take place on 9 March 1998 at the FNB Management Training Centre in Sandown, Johannesburg. It is to be opened by Minister Moosa, and addressed by the visiting Minister for Local Government of the United Kingdom, Ms Hillary Armstrong as well as Mr Aaron Williams, the USAID Mission Director and Mr Graeme Gotz, the Programme Manager of the Wits Public and Development Management School.

Registration takes place from 0815 to 0915 with the opening and the addresses taking place from 0915 to 1000. Ministers Moosa and Armstrong and Dr Chippy Olver, the Deputy Director General: Local Government of the Department of Constitutional Development will hold a media conference at 1000. All media are invited.
