MEDIA STATEMENT BY MINISTER MV MOOSA, MINISTER FOR PROVINCIAL AFFAIR AND CONSTITUTIONAL DEVELOPMENT ON THE INTERGOVERNMENTAL CONFERENCE, 2 MARCH 1998, PRESIDENTIAL GUESTHOUSE, PRETORIA
The Intergovernmental Conference is a Cabinet approved annual meeting of senior representatives of all spheres of government hosted by the Department of Constitutional Development.
The conference was chaired by the Executive Deputy President and attended by Ministers and Deputy Ministers of the National Government, Premiers, Members of the Executive Councils (MEC's) of provinces, Directors General from the national departments and provincial government administrations as well as members of the South African Local Government Association (SALGA), Chairpersons of the Portfolio Committee on Provincial Affairs and Constitutional Development, The National Council of Provinces (NCOP), the Financial and Fiscal Commission (FFC), the Public Service Commission (PSC) and other high level representatives from the respective spheres of government.
Delegates to the Conference dealt with the following strategic issues, which are co-ordinated between the three spheres of government, and between national ministries and departments:
The construction of the formula, which determines the way provinces are funded by the national government;
The co-ordination of foreign investment and development initiatives across government;
Government-led initiatives to mitigate possible disruptions arising from the effect the change of the millennium will have on computer systems;
The efforts to improve the quality of life and social security of South Africans by combined efforts at poverty alleviation, crime reduction as well as access to arts and culture, education and economic development;
The reform of the public service by implementing new regulations aimed at efficiency and the elimination of corruption;
An assessment of the implementation of the National Crime Prevention Strategy; and
The launch of a new national aids mobilisation campaign
