CABINET MEETING - 3 DECEMBER 1997
The Cabinet held its regular fortnightly meeting in the Union Buildings, Pretoria considering in the main reports from the three standing Cabinet Committees.
The Cabinet received a report on the vacancy in the Constitutional Court occasioned by the appointment of Justice I Mahomed as Chief Justice of the Supreme Court of Appeal and concurred with the appointment by the President of Advocate Zach Yacoob S.C. to fill the vacancy.
The Cabinet received a report that the amount allocated to the maintenance and rehabilitation of roads, which play a vital role in the country's economic and social development, is insufficient and authorised the assignment of a share of the existing fuel levy to serve as a stabilising form of finance for the National Road Fund.
the Cabinet received a report on the progress made by the Department in the development of a strategy and plans to combat road traffic accidents, supported their plan "Arrive Alive" and a contribution of R37 million from the Board of the Road Accident Fund and approved their request for additional funding.
The Cabinet received a report on Sentech Limited and approved persons proposed by the Minister to serve on the Board of Sentech for a period of three years.
The Cabinet received a report on the South African Broadcasting Corporation (SABC) and approved that the Broadcasting Amendment Bill be submitted to Parliament in 1998 for its consideration.
The Cabinet received a report on the strategy, "Tourism in GEAR - Tourism development strategy for the period 1998-2000", formulated by the Department and approved the strategy.
The Cabinet received a report on the Housing Subsidy Scheme and approved the merging of the two lowest income categories R0 to R800 and R801 to R1500.
The Cabinet received a report on the development of the harbour and an industrial development zone in the vicinity of the mouth of the Coega River and approved that the Coega Harbour Construction Bill be submitted to Parliament in 1998. The legislation will facilitate the construction, equipment, possession, and maintenance of a commercial harbour when further details of the project are finalised. To this end the implementing authority and the appropriate Ministers will engage in a consultation process.
The Cabinet received a report on the Film and Publication Board and approved the persons proposed by the Minister to serve on the Board.
The Cabinet received a report on A New Human Management Policy for the Public Sector and approved the publication of the policy as a White Paper.
The Cabinet received a report on a policy "Getting the Nation to Play", formulated by the Department of Sport and Recreation and approved that it be published as a White Paper.
The Cabinet received a report on a Green Paper on Disaster management prepared by the Department and approved that it be published for public comment and debate.
