MOKABA STATEMENT ON THE STRATEGIC PLANNING WORKSHOP

The Government has identified 1997 as the Year of Delivery. The Ministry of Environmental Affairs and Tourism is determined to give effect to this goal. The Ministry has further committed itself to strengthening the Department and establishing it as the lead agent in regard of environment and tourism. To achieve this we need inter alia to revisit our internal organisation ad functioning.

The Ministry has identified an urgent need for the Department to collectively discuss and arrive at a shared vision for environmental management in South Africa. The new policy paradigm contained in our new White Papers calls for a new approach to the way we function.

The policy sets out strategic goals that would direct our future priorities and actions. The principles of integration and co-ordination are fundamental to the new policy. We have to ensure that the structure and functioning of the Department enables us to apply these principles internally ad to achieve the goals we set for ourselves. This workshop is an opportunity for the Department to align itself with the new vision for environmental management and tourism in South Africa.

Professor Patrick Fitzgerald, chairperson of the Gauteng Public Service Commission and his team will guide the Department through this transformation process. The workshop is facilitated by Mr Lulamlle W Mbete, also from the Gauteng Provincial Service Commission.

The Strategic Planning Workshop will be held at Mount Amanzi from 12-14 May 1997. The programme will include aspects such as the internal audit that has ben done by Prof Fitzgerald, Post-Modern Management ad then identifying and addressing the major issues facing the Department.

It is envisaged that the transformation process will run over the next 6-9 months. Monitoring mechanisms will be put in place to ensure that the changes are implemented.
