STATEMENT ON THE NCOP AND THE PRESIDENCY
After consultations between the President, the Deputy President, the Minister of Provincial Affairs and Constitutional Development and the leadership of the National Council of Provinces, it has been agreed that President Nelson Mandela will address the NCOP midway through the session of parliament on an annual basis.
This will allow the President and the NCOP delegates to review progress in the practical implementation of programmes the government has set itself for the year.
This afternoon, Deputy President Thabo Mbeki will address the NCOP on behalf of the Presidency.
The government is confident that, out of experience during the course of the year and beyond, new conventions will evolve on the issue of accountability of the national executive to the NCOP.
