APPOINTMENTS OF THE FILM AND PUBLICATION BOARD

PRESIDENT'S MINUTE NO 15

In terms of section 6(1) of the Films and Publications Act, 1996 (Act No 51 of 1996), I hereby appoint the following persons as members of the Film and Publication Board with effect from 16 January 1998 or as soon as possible thereafter:

(a) Chief Executive Officer: Prof Nana Makaula:

(b) Senior Personnel: Mr Iyavar Chetty and Jean Westmore-Suess;

(c) Chief Examiners for Cape Town: Mr Clayton Wakeford, Ms Zulfah Otto-Salies, Ms Patricia Jantjie and Ms Zandile Ngcobo;

(d) Examiners for Cape Town: Mr Irvine Meyer, Mr David Booysen, Ms Barbara Hannam, Ms Jane Harries, Mr Digby Sales, Ms Lucinda Jolly, Ms Shannaaz Mia, Ms Brendaline Lakay, Mr Laetitia Zantsi and Ms Emily Mokoena-Mati;

(e) Chief Examiners for Johannesburg: Ms Patricia Devine and Mr Joseph Motsepe;

(f) Examiners for Johannesburg: Mr Nanga Raselekoane, Ms Kenalemang Khiba, Mr Andre-Jacques van der Merwe, Ms Priscilla Xaba and Ms Asyia Sheik;

(g) Chief Examiners for Durban: Dr Unus Meer and Ms Devina Sewpersad; and

(h) Examiners for Durban: Mr Mohad Siddiqi, Mr Jugadheesan Devar, Ms Jamati Makanjee, Mr Zainul Alli and Mr Kasavandhan Govender.

EXPLANATORY MEMORANDUM

(A) APPOINTMENT OF THE MEMBERS OF THE FILM AND PUBLICATION BOARD IN TERMS OF SECTION 4 AND 6 OF THE FILMS AND PUBLICATION ACT, 1996 (ACT NO 65 OF 1996);

(B) COMMENCEMENT OF CERTAIN SECTIONS OF THE SAID ACT.

1. According to section 4(1) of the above-mentioned Act, the Film and Publication Board shall consist of -

(a) a Chief Executive Officer; and

(b) such number of senior personnel, chief examiners and examiners as the Ministry may determine.

2. Section 4(2) of the said Act provides that the Chief Executive Officer shall be the chairperson of the Board.

3. Section 6(1) of the said Act stipulates that the members of the Board shall be appointed by the President acting on advice of an Advisory Panel constituted under this section.

4. The Advisory Panel has concluded its task and has recommended the appointment of the members of the Board, which recommendations were subsequently approved by Cabinet.

5. Should the members be appointed by the President, certain provisions of the Films and Publications Act, 1996, must be put into operation in order to empower the Board to perform certain functions.
