RE: NATIONAL YOUTH COMMISSION PROGRAMME
The objectives of the workshop are:
1) To start discussions on key policy issues of youth development.
2) To ensure that there is an integrated approach and strategies to youth development in all departments and agencies of government.
3) To discuss the role of the National Youth Commission in the departmental work that affect youth.
DAY 1 - DECEMBER 12
09:00 - 09:30 Opening and Welcome National Youth Commission Chair Person - Mahlengi Bhengu. Objectives and expected outcomes from the workshop.

10:30 - 12:30 Plenary presentations and discussions Presentations (maximum 15 minutes each) by four SA Research Organisations, CASE - David Everret, Joint Education Trust - Vijay Valla, Joint Centre - Vusi Thabethe, HSRC Evanthe Schurink
12:30 - 13:30 Lunch
13:30 - 15:30 PANEL PRESENTATIONS AND DISCUSSIONS: LESSONS FROM INTERNATIONAL EXPERIENCE
Presentations (maximum 15 minutes each) by two specialists on international experience in youth policy formulation and implementation followed by questions and discussion on relationship between presentations and the five key questions. 16:00 - 17:00 PLENARY DISCUSSION: SA GOVERNMENT EXPERIENCE On the basis of the panel presentations participants will be invited to comment on and discuss their responses to questions on the basis of their departments' or provinces work in youth policy and programmes.
DAY 2 - DECEMBER 13
09:00 - 11:00 BREAK-AWAY GROUP DISCUSSION: APPLYING THE FIVE QUESTIONS TO SECTORAL AREAS.
Participants will convene in five working groups - World of Work; Education and Training; Crime and Personal Safety; Health (Mental and Physical); and Access to Information. Each group will be facilitated and participants will be invited to discuss in detail the way in which the five workshop themes reflect on their work and their relationship to other departments.

11:30 - 12:30 PLENARY
The five groups will report back briefly on their conclusions and the way in which they potentially impact on the work of other departments. The presentations will be requested in the form of three or four points so that the remainder of the plenary can be devoted to focuses discussion on potential for an integrated, inter-disciplinary, approach.
12:30 - 13:30 Lunch
13:30 - 14:30 BREAK AWAY GROUP DISCUSSION: ROLE OF THE NYC
Each small group will reconvene with one commissioner to discuss the role of the NYC in the implementation of the National Youth Policy Issues adopted by the Workshop.
14:30 - 15:30 PLENARY
Brief report back by each group leading to a focused discussion on the role of the NYC and its relationship with departments and provinces.
15:30 - 16:00 Tea
16:00 - 16:45 SUMMING UP: THE ROAD AHEAD
Final discussion wrapping up the workshop at which concrete proposals for future relations between the NYC and the rest of government will be clarified.
