TENDER FOR HOME AFFAIRS ID SYSTEM RELEASED

The tender for the Home Affairs National Identification System (HANIS) was officially released on Friday 6 December 1996. The tender calls for the integration of the existing population register with an Automated Fingerprint Identification System (AFIS) and the production of identity-cards. A compulsory information meeting will be held on 7 January 1997 and the closing date of the tender is 18 February 1997. Tenders are available from the central State Tender Board in Pretoria.

Due to the complexity of the project it is believed that no single company will be able to cater for the entire tender. The past few months have seen the formation of formidable consortiums between local and international system integrators, AFIS suppliers, card suppliers and local small, medium and micro enterprises.

HANIS is one of the first tenders to include the latest Industrial Participation Regulations of the Department of Trade and Industry into the tender document.

The tender approach has been unique in many aspects, primarily to ensure openness and to get input from industry. Draft copies of the tender were made available to all interested parties and more than forty companies had access to same. Recommendations from these companies were considered in finalising the tender document. Simplistic terminology was used in the tender document to enable tenderers the freedom to propose unique and innovative solutions.

Another unique aspect of the tender is in the proposed evaluation process that was accepted by the State Tender Board. The evaluation process will comprise three phases with the broad short-list in phase one being decided on without taking price into account. The second phase of evaluation will take tender price into account, while the technical evaluation will be more thorough than that of phase one. Phase three of the evaluation will include bench-mark tests and user visits. The State Tender Board will consider and decided on the Department's recommendation after each phase. Throughout the process, an independent audit will be undertaken.
