UPDATED PROGRAMME AND MEDIA ARRANGEMENTS FOR THE STATE VISIT TO SOUTH AFRICA BY H.E. FERNANDO HENRIQUE CARDOSO, PRESIDENT OF BRAZIL, AND MRS RUTH CARDOSO, FROM MONDAY, 25TH NOVEMBER, 1996, TO THURSDAY, 28TH NOVEMBER, 1996.

TUESDAY, 26 NOVEMBER 1996

10:00 President Cardoso and Mrs Cardoso arrive at the Union Buildings for a full ceremonial welcome. (Photo opportunity only).

To be met by President Nelson Mandela and Mrs Zindzi Mandela-Hlongwane at the main entrance to the west wing of the Union Buildings.

Media representatives are requested to use the steps on the western side of the Union Buildings to gain entrance to the demarcated area (last steps on the left side of the building leading from Government Avenue to the upper terrace). Valid press cards and ID documents/passports will be required at the check point at the top of the steps. All media representatives and their equipment will be searched. In view of this, media representatives are strongly advised to report at the check point not later than 09:30.

Media pool representatives to meet Viv Naicker at the check point by 09:40.

Media representatives are advised to park in Government Avenue which will be open to traffic. The upper terrace road and the rest of the area around the Union Buildings will be closed to traffic.

10:10 President Cardoso and Mrs Cardoso proceed with President Mandela to his office for a tete-a-tete.

South African and Brazilian delegations proceed to the Presidential Boardroom for bilateral talks.

Media: Representatives covering the welcome are requested to stay in their positions until the Guard of Honour has dispersed at the end of the ceremony after which they will be escorted by Viv Naicker and Fred Oberholzer across the Amphitheatre to the entrance of the Presidential Board Room in the West Wing.

Media: Please note that the use of flashlights or direct TV lights will not be permitted. However, the fixed overhead lighting in the Boardroom is more than adequate for both TV and stills photography.

11:00 Presidents Mandela and Cardoso take leave of the two delegations. The delegations resume the bilateral talks. 11:05 President Mandela takes leave of President Cardoso at his vehicle President Cardoso and Mrs Cardoso depart for the University of South Africa (UNISA). 11:30 Address by President Cardoso at the launching of the book "South Africa and Brazil: Risks and Opportunities in the Turmoil of Globalisation".

Media: From 15:30 to 17:00, President Cardoso and Mrs Cardoso will receive several courtesy calls, starting with the Executive Deputy President TM Mbeki, at the Presidential Guest House. Media representatives wishing to cover these calls must meet Viv Naicke and Fred Oberholzer at the front door of the Presidential Guest House not later than 15:15. There will be four courtesy calls, and hence four photo opportunities on the North Terrace.

Entrance to the Presidential Guest House for courtesy calls will be through Gate 9, Church Street, Pretoria. Strict security measures will apply. Valid press cards and ID documents/passports will be required and all media representatives, their vehicles and equipment will be searched. In view of this, media representatives are advised to allow 15 to 20 minutes for security procedures in order to arrive at the front door of the Guest House by 15:15.

STATE BANQUET

18:30 Guest arrive for State Banquet 18:55 President Mandela and companion and President and Mrs Cardoso arrive in the foyer of the banqueting hall (Photo opportunity only).

Media: As usual for State Banquets, strict pool arrangements will apply. The media nly the speeches inside the banqueting hall. A distribution box with seven feeds will be available. Consequently no media microphones will be allowed on the main table. Electronic media will be required to sep up their equipment before the start of the banquet.

TV cameras and stills photographers will be allowed to cover the arrival of President Cardoso and President Mandela in the foyer of the banqueting hall. Flashlights or direct TV lights will not be allowed either in the foyer or inside the hall.

Electronic and photographic media to meet Fred Oberholzer at the side entrance to the banqueting hall not later than 18:10. Print media journalists are expected to arrive at the same venue not later than 18:30.

Entrance to the Presidential Guest House will be through Gate 9, Church Street, Pretoria. Valid press cards and ID documents/passports will be required. All media representatives, their vehicles and equipment will be searched.

Media representatives should allow at least 30 minutes for security procedures since no late-comers will be accommodated.
