PROPOSED DEVELOPMENT OF FERNWOOD SPORTS COMPLEX

The Department of Public Works, as the custodian of all State Property Assets, has embarked on a programme to derive maximum value and to promote the highest best use for under-utilised State Property Assets. The move to call for development proposals for Fernwood Property has to be understood within this context.

Fernwood sports complex is a 16 ha property in the suburb of Newlands in Cape Town. It is currently exclusivelly used as a sporting complex for Parliamentarians. The property is under-utilised and has very high running costs but it has the potential to release a substantial value for the State.

The Department of Public works issued a call for development proposals in an effort to unlock the site's potential. Seventeen Tenders were received, in response to this call, when the tenders closed on 02 August 1996. The following firms submitted proposals:

Gibello and Associates 13 Junedec Investments (Pty) Ltd. 14 Amtrad Leisure Developments (Pty) Ltd. 15 Montsi Properties 16 Ebsevco Group and Newport Property Group and Luthuli Developments 17 Norwich Properties

After closure of tenders, a panel of professionals from various disciplines was put together to assist the department in evaluating the proposals from various critical angles.

The adjudication panel is comprised as follows:

1 Mr Nazeem Martin - Deputy Director-General: Property Management National Department of Public Works 2 Ms Gugu Mazibuko - chief Director: Property Advisory Services National Department of Public Works (Town Planner) 3 Mr Greg McMaster - Regional Manager: Cape town Regional Office - Department of Public works 4 Mr Ray Pieterson - Deputy Director-General: Western Cape Provincial Department of Public works and Transport (Transport Engineer) 5 Mr Basil Tommy - Deputy Chief City Planner: Cape Town Cape Town City Council (Town Planner) 6 Mr Lucien Le Grange - Architect and Urban Designer 7 Mr Hassen Kajie - Chartered Accountant 8 Mr Isgaak Kamaar - Municipal Development Forum Community Development Specialist 9 Mr Jolyon Nuttall - Fernwood Residents Association Nominee Community Development Specialist 10 Professor Richard Fuggle - Environmental Scientist 11 Mr Edward Tillanus - Environmental Scientist

The adjudication criteria to evaluate the tenders submitted will take into account various matters pertaining to the Fernwood Property. These include the proposal's treatment of

- Environmentally sensitive areas on the site - Preservation of historical character of the site - Traffic problem in and around the site - Encouragement of public access to the site - Extent to which the tenderers consulted with various stakeholders - Significance of the proposed development to greater Cape Town's overall development - Empowerment in terms of equity and project team participation of previously marginalised groups - Financial implications and viability of the proposed development.

It is anticipated that the shortlist of proposals will be established by the panel on 22 November 1996. These shortlisted consortia, firms or individuals will then be invited to present their proposals in detail before the adjudication panel, on 29 November 1996.

If there is a proposal which, in the opinion of the panel, scores high enough it will be recommended to the Minister of Public works for his further consideration. The Minister will then make the final decision based on the disposal, utilisation or development of the Fernwood Property.
