PROVINCIAL MULTI-PARTY WORKSHOP ENDS TODAY

MEDIA ALERT

The provincial multi-party planning workshop which met over two days to define the concept of the National Council of Provinces (NCOP), ends today at 13h00 at the Indaba Hotel in Fourways.

The Media are invited to attend the Press Conference at 14h00 at the Hotel, in Lecture Room 4.

The workshop began yesterday, and was attended by Gauteng Members of the Provincial Legislature, Senators and Members of the Executive Council, as well as key staff members of the Legislature. This is the first time that provincial politicians from various political parties are meeting to discuss the role, functions and responsibilities of the NCOP, as well as to evaluate procedural, administrative / logistical and constitutional / legal implications. The workshop is expected to reach consensus on a broad spectrum of issues.

The aim of the workshop is to obtain a mandate for presentation at the National Workshop on the NCOP, which will be held in Cape Town from 11 to 13 November.

NATIONAL COUNCIL OF PROVINCES WORKSHOP OUTLINE OF PROPOSED PROGRAMME

OBJECTIVE

1. To broaden understanding of and obtain consensus on the role, functions and responsibilities of the NCOP.

2. Explore mechanisms on how the Province could effectively utilise the NCOP.

3. To obtain Provincial mandate and views for presentation at the National Workshop.

EXPECTED OUTCOME:

A draft document on Provincial views to be represented at the National Workshop.

PROGRAMME

DAY 1

1. INTRODUCTION (08:30 - 09:00)

2. CONTEXT / PRINCIPLES FOR THE NCOP: (a) International Experience (09:00 - 10:00) a panel of 4, 10 minute input each from: i United States ii Malaysia; and iii Germany X 2

TEA WILL BE SERVED (10:00 - 10:30) (b) Cooperative Governance (10:30 - 11:30) (c) Discussions

Focus:

Drawing from the experience of these countries and their institutional arrangements, contrast these with South African arrangement on Cooperative Governance:.

3. NCOP CONCEPT (11:30 - 13:30) (a) Input and discussions (11:30 - 12:20) (b) Discussion groups (12:30 - 13:30)
