Caledonian Airways Limited and Britannia Airways Limited recently applied in opposing applications for authorisation to provide non-scheduled (charter) air services from the Gatwick Airport in London to Johannesburg and Cape Town for the conveyance of passengers on a seat-only basis and air cargo.
The Government in its White Paper recently approved supports the role of non-scheduled international air transport services with large aircraft to and from South Africa to complement scheduled international air transport services, especially with a view to stimulating tourism.
The result of a hearing before the Commissioner for Civil Aviation resulted in the award of two NV4 permits to Britannia to operate air transport services between the UK and South Africa.
In both instances the permits will be restricted to a maximum of twenty-six (26) return flights per city-pair over a period not exceeding six months from the date of commencement of the first flight.
An NV4 Permit is usually granted for the purpose of transporting passengers, cargo or mail between the Republic of South Africa and another State on a return flight over a route where a scheduled international public air transport service is operated between South Africa and the other State in question.
The issuance of the said Permit will,, however, be conditional to the submittance of satisfactory financial guarantee that, in case of default, will protect the interest of passengers and other persons who have booked and paid for travel and other expenses.
