14:00 Media briefing on the visit in the convention centre, Holiday Inn Crowne Plaza, Beatrix Street, Pretoria
MONDAY, 30 SEPTEMBER 1996
14:30 HM Queen Beatrix, accompanied by HRH Prince Claus and HRH Prince Willem Alexander, arrives at the Union Buildings for a full ceremonial welcome (Photo opportunity only)
To be met by President Nelson Mandela at the Main Entrance to the West Wing of the Union Buildings
- National Anthems - 21-gun Salute - Inspection of the Guard of Honour
Media: There will be three media positions: - first position on platform facing the podium (steps to the entrance) for TV cameras and stills photographers - second media position behind the Guard of Honour for print media and radio - third position on the road facing the Guard of Honour. Please note. that strict pool arrangements will apply for this position.

Media representatives are requested to use the steps on the western side of the Union Buildings to gain entrance to the demarcated area (last steps on the left side of the building leading from Government Avenue to the upper terrace). Valid press cards and ID documents/passports will be required at the check point at the top of the steps and all media representatives and their equipment will be searched. In view of this, media representatives are strongly advised to report to the check point not later than 14:00.

The media are advised to park in Government Avenue which will be open to traffic. The upper terrace road and the rest of the area around the Union Buildings will be closed to traffic.
14:43 HM Queen Beatrix and HRH Prince Claus meet with President Mandela and his companion in the President's Office.
Netherlands and South African delegations, headed by Foreign Minister, Mr H van Mierlo and Deputy Foreign Minister, Mr Aziz Pahad, proceed to the Presidential Board Room for bilateral discussions.
15:15 Delegations are joined by President Mandela, HM Queen Beatrix, their companions and HRH the Prince Willem Alexander in the courtyard for the signing of the Cultural Agreement by Mr van Mierlo and Mr Pahad. (Photo opportunity of signing ceremony and informal photo session with HM Queen Beatrix and President Mandela).
Media: Media representatives covering the ceremonial welcome are requested to stay in their positions until the Guard of Honour has dispersed at the end of the ceremony whereafter they will be escorted to the courtyard in the West Wing. Unlimited fixed position in the courtyard.

15:30 President Mandela and his companion take leave of HM Queen Beatrix, HRH Prince Claus and HRH Prince Willem Alexander (Photo opportunity outside).
Media: HM Queen Beatrix will leave immediately after the photo session in the courtyard. Media representatives who wish to cover herdeparure utside will not be able to cover the signing agreement in the courtyard.

16:00 Courtesy call by Deputy President Thabo Mbeki on HM Queen Beatrix at the Presidential Guest House (Photo opportunity on the Northern Terrace only).
Media: Media representatives are requested to meet Viv Naicker not later than 16:00 at the front door to the Presidential Guest House. The entrance to the Estate will be through Gate 9, Church Street, Pretoria. Strict security measures will apply. Valid press cards and ID documents/passports will be required and all media representatives, their vehicles and equipment will be searched. In view of this, media representatives are advised to report at Gate 9 not later than 15:30.

18:30 HM Queen Beatrix attends the Stat Banquet at the Presidential Guest House

Media: Due to limited space in the banquet hall, strict pool arrangements will apply. Inside the banquet hall the media pool will only be permitted to cover the speeches. A distribution box with seven feeds will be available and consequently no media microphones will be allowed on the table. Electronic media will be required to set up their equipment before the start of the banquet.
TV cameras and stills photographers will be allowed to cover the arrival of HM Queen Beatrix and President Mandela in the foyer of the banquet hall. No flashlights or direct TV lights will be allowed at either of these.

Print media to meet Viv Naicker at the side entrance to the banquet hall not later than 18:00.
Entrance to the Presidential Guest House will be through Gate 9, Church Street, Pretoria. Media representatives should allow approximately 30 minutes for security procedures since no late-comers will be accommodated.
