Issued by: Ministry of Justice and Intelligence
28 AUGUST 1996
1. Ministerial Intelligence Review Commission.
The formation of the National Intelligence Agency and the South African Secret Service has its roots in the amalgamation of six different intelligence services.
The agreements reached during the negotiation years laid the basis for a new intelligence dispensation featuring a radical break from past practices of such services.
Since their inception the management of the services, together with their political leadership has been seized with ensuring the re-alignment of the services to the demands of the new political dispensation and the needs of an open and democratic services.
Although bold strides have been taken down the path of transformation, much more stills needs to be done.
In an effort to ensure the continuation of the transformation process in an orderly and non-arbitrary way a Ministerial review commission into the civilian intelligence services, as indicated in Parliament by the Deputy Minister of Intelligence Services, Mr JM Nhlanhla on 28 May 1996, has been established.
The commission is chaired by Mr V Pikoli from the Ministry of Justice and is comprised of persons drawn from the Joint Parliamentary Committee on Intelligence and from senior members of the civilian services. It is expected that the Pikoli Commission will complete its tasks by the end of September 1996 and its report will be submitted to the Minister of Justice and Intelligence Services.
