MEETING BETWEEN MOOSA AND MINMEC

The meeting between the Ministry for Provincial Affairs and Constitutional Development and the MEC's for Local Government (MINMEC) was held today (16 July 1996) in Pretoria.

The meeting discussed a draft bill on Further Regulation on Local Government ("Bridging Legislation") and it reached consensus on the publishing of it. The draft bill will be published in the next 14 days and 21 days will be allocated for comments by the public. The bill will then be put before Cabinet for approval, after which it will be tabled in Parliament during the month of August. It is envisaged that Parliament will pass will bill in the month of October.

The bridging legislation covers the following issues:

• Powers and functions of metropolitan councils and metropolitan local councils, district councils, local councils, rural councils and representative councils.
• Alteration, re-demarcation and re-delimitation of municipalities and municipal areas.
• Establishment of Municipal Demarcation Board.
• The establishment and role of Organised Local Government.
• Local Government Finance and general administration.

Because of the importance attached to the Municipal Infrastructure Program the meeting resolved that the issue should be given the highest priority on its future agendas. With this in mind MINMEC decided to a special meeting to discuss the Municipal Infrastructure Program on the 13 August 1996 in Cape Town.
