2. Government's Macroeconomic Strategy
Government will make a presentation of its macroeconomic stra- tegy to a special extended meeting of the Chamber on 15 August 1996. In addition to the Chamber delegates, each constituency is invited to bring other senior constituency delegates to the session.
The meeting will afford each constituency an opportunity to understand and discuss the macroeconomic strategy presented by Government.
Arising out of the session, the PFMP Chamber will identify those issues emerging out of the macroeconomic strategy which the PFMP Chamber shall consider. (It should be noted that some aspects are for consideration in other Chambers of Nedlac), e.g. training, trade policy etc. Busines reserve their right to influencspectives into chamber dis- cussons should be viewed as an integ to macroeconomic management and lanning. Specific deadlines willfor such discussion, with a timetrt to the Executive Council by February 1997.
3. Maximising the benefits & minimising the costs from the depre- ciation of the rand and options for an exchange-rate policy.
A workshop for delegates from each constituency, including the Community, will be held during the latter part of August 1996.
The programme will include the following:
Speakers shall include members of the Department of Finance, Department of Trade and Industry, Department of Labour, SARB, Labour Market Commission, NIEP, etc.
4. South Africa's debt situation and deficit reduction
The Chamber should receive an updated report from Government by 19 September 1996 on proposals to reduce South Africa's (S.A.) debt, and ways and means of managing SA's debt situation.
The Chamber shall hear proposals by Government on 29 August 1996 on how to reduce the deficit and implications if any, for each constituency.
The chamber shall establish a specialised task group to consider this and to report on the implications and measures to be taken by the Nedlac parties no the deficit programme by February 1997.
5. Capacity Development
In order to maximise the quality of the Chamber's deliberations and processes, the capacity of each constituency will need to be strengthened.
To this end Business, Labour and Community shall identify its needs and make proposals, where applicable, for assistance.
The Nedlac secretariat shall, based on the inputs, compile a proposal for consideration and approval by the Management Committee of 30 August 1996. In addition to the Nedlac capacity fund, Govern- ment shall seek to find ways and means of supporting the development of capacity in constituencies in respect of the work programme of the PFMP Chamber.
This proposal shall have regard to the need for constituency workshops, research needs, information needs, etc. 16 July 1996
