IBA ISSUES DISCUSSION PAPER ON COMMUNITY SOUND BROADCASTING SERVICES

The Independent Broadcasting Authority (IBA) has today published a Discussion Paper on Community Sound Broadcasting Services.

The purpose of the Discussion Paper is to share with the public, interest groups and potential broadcasters the Authority's thinking on the regulations that should govern community sound broadcasting services. It aims to provide wide-ranging information on issues affecting community sound broadcasting services so that potential broadcasters and other interest groups are in a position to make informed decisions.

Matters on which the public is invited to comment include advertising and sponsorship, financial and other business information, record keeping, programming obligations, and fines for non-compliance with licence conditions. The Authority would also like to have an opportunity to discuss other policy matters with community broadcasters and members of the public.

This process of public consultation will assist the Authority in formulating policy and regulations for the granting of four year licences for community sound broadcasting services. Hearings will be held in the nine provinces between 27 and 31 May 1996 to give the public a last opportunity to influence the formulation of policy before the commencement of the licencing process. Details of times and venues will be published shortly.

Community broadcasters, interested parties and other members of the public are invited to make written submissions to the Authority, marked for the attention of Ms B Paxinos, and to also indicate if they would like an opportunity to make oral representation at the hearings.
