STATEMENT BY THE DIRECTOR GENERAL OF THE NORTH WEST PROVINCE MR JOB MOKGORO AT A PRESS CONFERENCE IN MMABATHO ON THURSDAY
The first point I will deal with is the State President Mr Nelson Mandela's proclamation that a commission of enquiry would be established to investigate and report on incidents leading to the violence in the former Bophuthatswana on March 11 1994.
I would like to report that the commission will be chaired by a retired Judge of the the Cape Provincial Division, Judge Pat Tebbutt.
The commission has been asked to investigate and report of the following:
- the identity of the deceased in each instance, the circumstances of each death and the cause, or likely cause, of each death. - whether or not each death was brought about by the act or omission of any person and if so, what the identity of such person (or persons) is.
The next matter is the second Education White Paper which is the result of the work of the Review Commission set up to recommend to the Education Minister a national framework of school organisation and ownership, norms and standards on school governing and funding.
This second paper sets out the policy of the GNU on the organisation and governing of schools, the development of capacity for school leadership and governing throughout South Africa.
The North West Executive Council feels this paper will assist in providing an acceptable framework for the achievement of true democratic school governing in the country.
Thirdly, the Executive Council received an update on the Land Reform pilot programme, which is an RDP Presidential Lead Project.
The aims of the programme are:
- the redistribution of land for both residential and production, to landless people, mostly of whom are farm workers. - to alleviate the plight of the poorest of the poor by not only acquiring land but by granting support to the RDP
An allocation of R35,09 million has been made to the Department of Agriculture, and another R9,335 million is to be advanced for settlement support for three communities, Mogopa, Goedgevonden and Bakubung ba-Molote.
The programme will also give support to an additional 4000 homesteads.
Achievements so far include:
- the selection of a pilot district covering Lichtenburg, Swartruggens and Ventersdorp; - consultation with 20 rural communities, as a preplanning exercise in the pilot area; and project forums have been formed in most of these communities.
The Executive Council accepts the recommendation by Central Government on personalised and investment motor vehicle registration plates.
The issue of personalised number plates will be administered by Provincial Governments and will bear the official provincial colours.
The investment plates envisaged by central government will be managed by them. They will be sold at public auctions and bear the national colours.
