PRESS STATEMENT
INTENT TO FURTHER INVESTIGATE ALLEGATIONS OF SPYING BY THE NATIONAL INTELLIGENCE AGENCY (NIA) ON TOP MANAGEMENT OF THE SAPS
At a closed meeting of the Joint Standing Committee on Intelligence on Tuesday, 9 January 1996, the Committee unanimously agreed that it views the allegations in a very serious light.
After deliberations the Committee decided to invoke section 3(1)(j) of the Intelligence Services Control Act, 1995, to enable it to investigate the matter.
The Terms of Reference of the Committee are:
(1) To investigate the veracity of the allegations of the use of listening devices and other forms of surveillance on senior members of the South African Police Services;
(2) to investigate any matter arising out of such investigation; and
(3) to prepare a report and make recommendations on such matters or allegations.
The Committee subsequently studied reports received from the NICOC Investigation Team, the NIA, Telkom, the National Commissioner of Police and the Office for the Control of Interception and Monitoring of Communications. After discussions with NICOC, the Director-General of the NIA and the National Commissioner of Police, on 12 and 26 February, the Committee decided to proceed with its investigation by calling all persons affected or implicated by these allegations, as well as the technicians involved, to assist in the investigation on 5 and 6 March 1996.
As soon as the Committee has concluded its investigations, it will report its findings to the President and Parliament, and to the public and the media at an open session.
