STATEMENT ON COUNCILLORS ALLOWANCES IN GAUTENG

Gauteng Local overnment and Housing Ministry would like to make a statement on the Allowances of Councillors in line with recommndations made by the Commission on Remuneration of Representatives as prescribed by the Constitution of the country. This announcement comes prior to new public representatives assuming office on the 1st of November 1995. Local Government and Housing Minister Dan Mofokeng says "these allowances will not come from the provincial government coffers but from local authorities themselves."

These allowances have been linked to those received by MPLs. This follows a historical basis in which allowances of councillors were linked to a percentage received by parliamentarians in the absence of provincial representatives. The allowances of Councillors will from now on be adjusted and linked to a percentage of those of Members of the Provincial Legislature.

Minister Dan Mofokeng says "In terms of Ordinance 17 of 1939 local authorities have the option of paying a lesser amount. This means that Local Authorities that do not afford the maximum rate can pay lower rates and those that afford the maximum rate cannot pay any figure above the approved one.

Allowances payable to mayors and chairpersons of Executive committees of grade 15 local authorities are equivalent to those paid to provincial legislators. The criteria used to pay councillors follows national guidelines so that there should be parity among local governments throughout South Africa.

Attached hereto are tables that show allowances and grades of local authorities.
