APPOINTMENTS APPROVED BY CABINET

THE Minister for the Public Service and Administration, Dr Zola Skweyiya, has the pleasure to announce the appointment of top professionals to key positions in the public service. These appointments were, yesterday approved by Cabinet.

Mr Sandile Nogxina has been appointed Deputy Director General in charge of Public Service Policy and Reform. Nogxina, 37 has been Special Advisor to the Ministry of Public Service and Administration and driving policy in this position. He has contributed greatly the development of the White Paper on the Public Service.

Nogxina holds two law degrees, from the University of Fort Hare and Warwick. He was attached to the World Bank and worked in Uganda and Mauritius on issues of the public service.

The Minister also extends his best wishes and congratulations to Mr Dannie Du Toit who is to be transferred from the Office of the Public Service Commission and promoted to the post of Deputy - Director General responsible for Labour Relations Policy, Support Services and Public Relations.

Mr Du Toit gained excellent appropriate experience in the Office of the Public Service Commission. He was involved in various policy development projects such as the granting of greater managerial autonomy to departments and the development projects such as the granting of greater managerial autonomy to departments and the development of the personnel evaluation questionnaire for personnel in the upper structure.

Mr Du Toit holds a B.Com Degree.

Mr Azhar Cachalia an attorney at Cheadle, Thompson and Hayson, has been appointed to the post of Secretary Safety and Security. He is the first civilian to occupy such a senior post in the service.

He will be responsible for the performance of the functions of the secretariat, and the management and administration thereof.

The appointment of a human rights lawyer to such a position and a person involved as a mediator with the Independent Mediation Services of South Africa will greatly enhance the image of the police service.

Mr Mamotho Netsianda, 45, has been appointed to the post of Deputy-Director General on the fixed establishment of the Office of the Secretary for Defence. He will be responsible for Defence Policy, Programme and Budget.

He holds a BA degree with honours in Political Science, and a Master's degree in public Administration and has been working in the Office of the Premier - Northern Province.

This is a transformation post where the principle of transparency is mandatory. He is also the first civilian to be appointed to such a post in Defence and it is believed he will enhance the process of transformation and civilian control over the Defence function.
