STATEMENT BY PROFESSOR SIBUSISO BENGU, MINISTER OF EDUCATION

Today, at a meeting of the Council of Education Ministers, it was my pleasure to report that considerable progress has been made with the legislative programme of the Ministry of Education.

The draft National Qualification Framework Bill, jointly developed with the Ministry of Labour, has now entered the first phase of consultation with the organised teaching profession.

With the agreement of the Minister of Labour, I intend to publish the draft Bill in the Government Gazette before the end of May. This means that we are well on track to establish the South African Qualification Authority well before the end of the year.

I propose to have a new Education Policy Bill in an advanced stage by the end of June.

A concept is in preparation in the Department of Education and will be discussed in workshops and further refined internally over the next month.

The draft Bill will also be discussed soon by the Heads of Education Department Committee (HEDCOM) before it serves for political consideration before the Council of Education Ministers.

As soon as possible thereafter, the draft Education Bill will be put to Cabinet for approval.

The draft Bill will also be the subject of consultation with the organised teaching profession and a range of other interested parties, including the members of the National Education and Training Forum.
