SUB-COMMITTEEARTS


A South African environment that continues to encourage participation in, and access to, diverse cultural experiences to promote creativity and excellence, to foster vigorous and sustainable Arts Industries, and to protect and preserve South African Living Treasures.

 

The Subcommittee's current issues:

LEGISLATION

1. National Arts Council Bill

This bill has been discussed by the Committee and Department amendments have been made. The bill has to be further discussed by the subcommittee. It will be finalised during the first week of August by the PC and Department.

2. National Cultural Properties Bill

This is a draft bill to be discussed first by the Subcommittee during the first week of August, it will then be presented for discussion to the full committee.

3. National film and Video

This bill has been discussed, some amendments proposed. It will be finalised during the first week of July.

EVENTS WHERE THE SUB-COMMITTEE WILL PLAY A CENTRAL ROLE:

  • Venda Arts Festival
  • Manguang African Cultural Festival } September
  • Mpumalanga Arts Festival

The sub-committee has initiated that the following be announced during Heritage Day

  1. First Category for the National Living Treasure Award
  2. Cultural City of the Year

AN INTERN:

During the end of June the subcommittee will undertake an Education Tour to Cuba, with the purpose of finding out how they managed to be where they are today, specifically wrt the Arts.

IN AUGUST:

The sub-committee will visit Arts councils in the following places: Pretoria, Cape Town, Durban and Bloemfontein.

The purpose of these visits are to monitor progress made in the different places and to advise them on issues that need to be given priority.

A meeting with the PED to discuss the role of culture in and out through Parliament will be held.

The cultural industry growth project will be monitored, the Convenor will be invited to all the steering committee meetings, to keep the committee informed and to be able to evaluate the progress from time to time.

A report on Sambro and Duldro will be presented by Comrade Gill during the first week of August.

A memo will be sent to all provinces to make their inputs concerning the living treasures following that will be a category for the year 1998 and will be announced by the President during the Heritage Day

A meeting with the performing Arts Councils, Status Report.

IN SEPTEMBER:

Three art festivals are organised by different provinces where the subcommittee will be playing a major role. The festivals will be as follows:

  1. Northern Province - Venda University
  2. Mpumalanga - Venue to be announced
  3. The Free State Province

This province has already launched the Manguang African cultural festival on the 18th June in Cape Town. The festival will be at the Province.

IN OCTOBER AND NOVEMBER:

The sub-committee will be finalising its year programme by evaluating all the Arts Councils, projects in different provinces and preparing its programme for 1998.
