NATIONAL STUDENT FlNANCIAL AID SCHEME ACT, 1999 (ACT No. 56 OF 1999)

CALL FOR NOMINATIONS OF MEMBERS FOR THE NSFAS BOARD

I, Professor Kader Asmal, MP., Minister of Education, request -

1. the public;
2. the Council on Higher Education (CHE);
3. national organisations representing

• students;
• academic employees;
• employees other than academic employees;
• university principals;
• technikon principals;
• higher education college principals;
• organised business; and organised labour; and

4. non-governmental organisations,

to submit to me, before 14 February 2000 the names of persons who by virtue of their knowledge and experience, may be considered for appointment as members of the National Student Financial Aid Scheme (NSFAS) Board.

The NSFAS is a statutory body established to allocate funds for loans and bursaries to eligible higher education students. The NSFAS will develop criteria and conditions for the granting of loans and bursaries to eligible students, raise additional funds, recover loans, maintain and analyse a database and undertake research for the better utilisation of financial resources. The NSFAS will also advise the Minister on matters relating to student financial aid and perform such other functions assigned to it by the Minister. The NSFAS will be managed, governed and administered by the NSFAS Board.

The NSFAS Board will be supported by its own professional secretariat, headed by the Executive Office, and will control its own operating budget.

The Chairperson and members of the NSFAS Board will be appointed by the Minister on the basis of the following criteria -

• the membership taken as a whole is broadly representative of the higher education system and related interests;
• the membership taken as a whole has deep knowledge and understanding of higher education;
• the membership taken as a whole has financial expertise and experience;
• the membership taken as a whole appreciates the role of the higher education system in reconstruction and development;
• the membership taken as a whole has known and attested commitment to the interests of higher education;
• the membership taken as a whole is duly representative in teens of race, gender and disability.

Nominations, accompanied by the curriculum vitae of the nominee and a letter of consent indicating the availability of the nominee to serve on the NSFAS Board if appointed, should be forwarded to:
