ROAD TRAFFIC ACT, 1989 (ACT No. 29 OF 1989)

DETERMINATION UNDER REGULATION 199A(4) OF THE ROAD TRAFFIC REGULATIONS, 1990, REGARDING A PERSONALISED REGISTRATION PLATE FOR THE NORTH-WEST PROVINCE

I, Sathyandranath Ragunanan Maharaj, Minister of Transport, acting under regulation 199A(4) of the Road Traffic Regulations, hereby determine that a registration plate displaying a personalized registration number issued by a registering authority in the North-West Province on or after the date of publication of this notice, shall display dark green letters and figures of the German letter type referred to in paragraph 4.1.3.4 of Part II of standard specification SABS 1116 "Retro-reflective Registration Plates for Motor vehicles", and a landscape as prescribed in Schedule 1 hereto, on a white retro-reflective surface which shall have identification images which shall be as indicated in Schedule 2 hereto.

SCHEDULE 1

The landscape shall be printed under the top coat of the retro-reflective surface with translucent ink and shall be-

  1. the sky in the colour blue 297c;
  2. the ground in the colour green 355c; and
  3. the words "NORTH-WEST PROVINCE" in the colour gold-green 619c at the bottom of the registration plate in the centre, forming part of the ground referred to in paragraph (b),

which shall be depicted as follows:

 

 

SCHEDULE 2

  1. Two vertical rows of identification images shall be displayed on a registration plate, the horizontal rows being 50 mm apart and the vertical rows being 100 mm apart, as indicated in figure 1.
  2. The identification images shall form an integral part of the retro-reflective surface of a registration plate and shall—
  1. identify the manufacturer of the registration plate to the satisfaction of the MEC of the North-West Province; and
  2. reflect the year of manufacture of the registration plate.
  1. An identification image in the centre of the registration plate—
  1. shall be visible to a person directly facing the registration plate at an angle of 30° above the perpendicular to the plate as depicted in figure 2;
  2. shall not be visible to a person directly facing the registration plate at line perpendicular to the plate while standing 60 cm or 610 cm away from it; and
  3. shall not be visible to a person facing the registration plate at an angle of more than 45° as illustrated in figure 3.
  1. The identification images shall be visible in diffuse daylight and by retro-reflected light at night.
  2. Under laboratory conditions an identification image on the registration plate shall be visible to a person holding it at arms length while the upper edge of the plate is being tilted at an angle of 30° towards the person, but that identification image shad, not be visible if tine plate is rotated 90° from last named position.
  3. Notwithstanding the identification images brought onto a registration plate
  1. the plate shall continue to comply with the requirements of standard specification SABS 1116 "Retro-reflective Registration Plates for Motor vehicles; and
  2. the colours and landscape on the plate shall not be altered.
