SOUTH AFRICAN QUALIFICATIONS AUTHORITY ACT, 1995

NOMINATION OF PERSONS TO SERVE AS MEMBERS OF THE
SOUTH
AFRICAN QUALIFICATIONS AUTHORITY (SAQA)
I, Sibusiso Mandlenkosi Emmanuel Bengu, Minister of
Education, in consultation with the Minister of Labour, hereby give notice in terms of Section
4(4) of the South African Qualifications Authority Act, 1995 (Act No. 58 of 1995), hereafter
referred to as the SAQA Act, and invite nominations of persons for appointment as
members of the South African Qualifications Authority.
This Notice is concerned with the procedures for
nominating all members of the Authority except, the chairperson and the executive officer.
The post of member of SAQA is not a full-time appointment.
Nominations for members of SAQA
In Section 4(3) of the SAQA Act, a number of
bodies or organisations are listed which are to provide nominations for membership of
SAQA. Nominating bodies or organisations are required to submit the names of persons who,
on account of their experience and expertise in matters relating to the functions of the
Authority may be suitable candidates for appointment, and due recognition is to be
given to the principle of representivity. Nominations marked Nominations for
membership of SAQA should reach the address given in paragraph 8 below by 21
May 1999, and should enclose a curriculum vitae and letter of consent by
each candidate.
Bodies or organisations which are named in the SAQA
Act, as well as the number of nominations required, are listed as follows:
- The Director-General: Education: one person;
- the Director-General: Labour: one person;
- the National Skills Authority (formerly the National Training Board); one
person;
- the South African Universities' Vice-Chancellors' Association (formerly
the Committee of University Principals): one person;
- the Committee of Technikon Principals: one person;
- the Heads of provincial education departments: one person.
National Bodies or organisations which are not named
in the SAQA Act, but which represent sectors referred to in the Act, require
recognition by the Minister for the purpose of making nominations. The following bodies or
organisations are recognised for this purpose, and are requested to make the number of
nominations provided for in the Act:
- The national bodies or organisations representing Organised Labour which
are members of the Labour Caucus of the National Economic Development and Labour Council
(NEDLAC): two persons;
- the national bodies or organisations representing Organised Business
which are members of the Business Caucus of NEDLAC: two persons;
- the Committee of Colleges of Education Rectors of South Africa (CCERSA):
one person;
- the Committee of Technical College Principals of South Africa (CTCP): one
person;
- the national bodies or organisations representing colleges other than
teachers' colleges and technical colleges which are members of the College Sector
Coalition and the College Sector Technical Committee of the National Commission on Higher
Education: one person;
- the national bodies or organisations representing the Adult Basic
Education and Training sector which are members of the National Stakeholder Forum for
Adult Basic Education and Training (ABET): one person;
- the national bodies or organisations which are members of the
Co-ordinating Committee for Early Childhood Development (ECD): one person;
- the National Professional Teachers Organisation of South Afiica (NAPTOSA)
and the South African Democratic Teachers Union (SADTU): one person each;
- the national bodies or organisations representing the Special Education
Needs sector which are members of the National Co-ordinating Committee on Disability: one
person;
- national bodies or organisations representing lecturers and trainers
which have been recognised by the Minister for this purpose: two persons.
The re-appointment of current members
- Current members of bodies or organisations may in terms of Section, 6
of the SAQA Act be re-appointed for a second term of office. Such bodies and
organisations that wish to re-appoint their current members on the Authority for a further
term of office, are invited to send requests in this regard by 21 May 1999 to the address
given in paragraph 8 below, marked Requests for re appointment by the Minister
as members of SAGA.
Recommendation of candidates for discretionary appointment by the
Minister
- The SAGA Act allows the Minister to appoint not more than six
members at his discretion. Any body or organisation whose interests are not otherwise
covered by the SAGA Act, and which wishes to recommend a candidate for appointment
by the Minister, is invited to submit such a recommendation, together with a curriculum
vitae and a letter of consent from the candidate. Recommendations marked Discretionary
Appointments to SAGA. should be received at the address given in paragraph 8 below,
by 21 May 1999.
