MARKET ACCESS: PROCEDURES FOR THE APPLICATION,
ADMINISTRATION AND ALLOCATION OF PERMITS

In order to fulfil South Africa's commitment under the World Trade Organisation; Marrakesh Agreement, regarding market access, rebate permits will be issued for the access quantities and at the reduced levels of duty as specified in the table in the Schedule. Permits will be issued only to importers in South Africa for importation into the Republic.

When applications for rebate permits are submitted, the following details must be provided:

  1. Name and address of firm and individual.
  2. Tariff heading and description of product.
  3. Quantity per tariff heading and product.
  4. Purpose of importation.
  5. Country of origin.
  6. Contact telephone and fax number.

Applications must –

Any applications delivered by hand or faxed will only be accepted during the Department's official hours, namely, 07:30 to 16:00.

The Department awaits applications for rebate permits as follows:

(a) For permits issued on a quarterly basis, applications must be submitted during the following time periods:

* 15 November – 15 December 1999 – for the first quarter of the quota valid for importation during the period January 2000 to April 2000.
* 1-31 March 2000 – for the second quarter of the quota valid for importation during the period April 2000 to July 2000.
* 1-30 June 2000 – for the third quarter of the quota valid for importation during the period July 2000 to October 2000.
* 1-30 September 2000 – for the last quarter of the quota valid for importation during the period October 2000 to January 2001.

(b) For permits issued on a half yearly basis, applications must be submitted during the following time periods:

* 15 November 1999 – 15 December 1999 – for the first half of the quota valid for importation during the period January 2000 to June 2000.
* 1-30 June 2000 – for the second half of the quota valid for importation during the period July 2000 to December 2000.

(c) For permits issued on an annual basis, applications must be submitted from 15 November 1999 – 15 December 1999. Permits will be valid from 1 January 2000 to 31 December 2000.

(d) For tobacco permits, applications must be submitted during the period 15 November 1999 to 15 December 1999. Tobacco permits will be valid from 1 January 2000 to 31 December 2000.

Applicants must return all expired permits within ten (10) days after the date of expiry thereof. Applicants who do not return their expired permits timeously may not be considered for the granting of future permits.

This notice shall replace all previous general notices regarding (Minimum) Market Access.
