PROCEDURE FOR THE APPLICATION, ADMINISTRATION AND ALLOCATION OF IMPORT PERMITS UNDER THE SA/ZIMBABWE AGREEMENT

All persons who are interested in importing products from Zimbabwe into the Republic of South African, during the Calendar year 2000, under the Bilaterial Trade Agreement between SA. and Zimbabwe, are hereby invited to apply in writing.

Applications must:

  1. when forwarded by post, be addressed to:

  3. When sent by facsimile, be faxed to the following no. (012) 326-6541 provided that this fax is followed by the posting of the original faxed application to the address specified in paragraph (a)

Any applications delivered by hand or faxed will only be accepted during the Department's official hours, namely, 07:30 to 16:00.

Applications

1) Applications for rebate permits under the quota system, with regard to agricultural products specified in Table 1 of the Annexure attached hereto shall be submitted during following time periods:

  1. 15 November 1999 –15 December 1999 – for importation during the period
    01 January 2000 – April 2000
  2. 1 - 31 March 2000 – for importation during the period April 2000 to July 2000
  3. 1 - 30 June 2000 – for importation during the period July 2000 to October 2000
  4. 1 - 30 September 2000 – for importation during the period October 2000 to 31 December 2000

2) Agricultural products specified in Table 2 of the Annexure are not part of the quota system and may be imported duty free upon application for a permit with regard thereto.

3) Permits referred to in paragraph 2 shall be issued from 1 January 2000 on a continuous basis and shall be valid until 31 December 2000.

4) All dates specified in paragraph 1 and 3 are inclusive for the time period specified therein.

Expired permits

5) All expired permits must be returned to the Deputy Director: Trade Permits within one month after the date of expiry specified therein.

6) Applicants who do not return expired permits timeously may not be considered for the granting of future permits.

Information required

7) Applications referred to in paragraph 1 and 2 shall contain the following information:

  1. Name and Address of firm or individual requesting permit (herein referred to as "the applicant");
  2. Telephone and fax number of the applicant;
  3. Tariff heading(s) and description(s) of product(s);
  4. Quantity of product;
  5. Purpose of importation;
  6. Certified copies of bills of entry for imports of the past two calendar years under the same tariff heading, in the case of an application referred to in paragraph 1;
  7. Free on Board value of the product;
  8. A letter in which the exporter in Zimbabwe confirms that he/she applied for an export licence and the product concerned may be supplied to the applicant.

8) The applicable Rules of Origin can be obtained from the Director: International Trade at the above-mentioned address.
