GENERAL NOTICE

Notice 1533 of 1999

APPLICATIONS AS AN ADULT BASIC EDUCATION AND TRAINING (ABET) MODERATING BODY

In order to proceed with implementing quality assurance measures for the National Qualifications Framework, the South African Qualifications Authority (SAQA) hereby invites applications of bodies capable of moderating across Adult Basic Education and Training standards for Mathematics Sciences (Numeracy) and/or Language and Communication Studies at ABET levels 1 to 3.

Bodies applying to perform the function of moderating across ABET assessments in respect of these standards and at the specified levels, will be appointed to do so in accordance with the SAQA Regulations for ETQAs, particular, Government Regulation 1127, paragraph 18. Particular attention is drawn to the requirements for capacity to

18(b) carry out the moderation functions in a manner which ensures that assessment of the outcomes described in standards or qualifications is fair, valid and reliable; and

18(c) has national stakeholder representation at decision-making level, which representation reflects the interests of those who derive benefit from and have a direct interest in the activities of the moderating body.

Such bodies should be capable of carrying out the functions of

20(b) make recommendations to the Authority concerning -

  1. accreditation of an Education and Training Quality Assurance Body;
  2. changes to standards or qualifications to be considered by National Standards Bodies; and
  3. such other aspects as may be designated by the Authority from time to time; and carry out the moderation functions in a manner which ensures that assessment of the outcomes described in standards or qualifications is fair, valid and reliable; and

20(c) perform such other functions of moderation as may be determined by the Authority from time to time.

These applications should reach the SAQA offices by Friday, the 28th January 2000 and should contain the following information:

Name and contact details of the institution
Scope of moderating activities that the body is nominated to undertake
Outline of mechanisms by which moderation will be done
Brief history of the body and it’s involvement in assessment and quality assurance activities in the ABET sector
Stakeholder involvement in the body and support for the nomination
Agreements and legislative powers regarding assessment and accreditation practices in the ABET sector.

Final appointment of the body will be announced by SAQA on or before 30 March 2000.
