SOUTH AFRICAN QUALIFICATIONS AUTHORITY (SAQA)

PUBLIC NOTICE BY NSB 05. EDUCATION, TRAINING AND DEVELOPMENT, OF THE INTENTION TO REGISTER AN SGB FOR ASSESSOR STANDARDS

NSB 05 has decided to establish and register an SGB for Assessor Standards. The core learning assessor standards which the SGB develops would comprise the generic competencies required for the practice of assessment across the twelve organising fields of the National Qualification's Framework (NQF), and could be incorporated, along with fundamental and elective learning components, within field-specific qualifications.

PROPOSED BRIEF OF THE SGB

  1. Collate the various assessor standards that have been developed across the twelve organising fields to identify the generic competencies embedded within them [Regulation 24(1)(e)].

  2. Investigate the appropriate NQF levels at which standards for assessors might be generated [Regulation 24(1)(e)].

  3. Generate standards for assessors at the appropriate NQF levels, as in 2 above, with reference to the core competencies embedded within the assessor standards in 1, above, and based upon additional knowledge of best assessment practice which the SGB brings to the task [Regulation 24(1)(a)]. These standards will be generated in the areas of.

  1. Liaise with all other SGBs in the field in the generation of standards [Regulation 24(1) (a) & (e)].

  2. Recommend the standards generated in 3 above to the Quality Assurance Division of SAQA for consideration towards the development of criteria for the registration of assessors [Regulation 24(1)(e)].

  3. Recommend the standards generated in 3, above, to the NSB [Regulation 24(1)(c)].

  4. Recommend criteria for the registration of assessors and moderators or moderating bodies [Regulation 24(])(d)l whose development is informed by the standards generated in 3, above.

  5. Accept and perform other assessor SGB-related functions as requested by the NSB [Regulation 24(1)(e)].
