FISHING HARBOUR FEES

I, Zweledinga Pallo Jordan, Minister of Environmental Affairs and Tourism, acting with the concurrence of the Minister of Finance, hereby under section 27 (3) of the Marine Living Resources Act, hereby amend the fees payable for the use of fishing harbour facilities as set out in the Schedule.

SCHEDULE

The following fees are payable for the use of fishing harbour facilities:

  1. Accomodation of vessels (each feature of the vessel must be taken into consideration for the determination of the applicable fees):
A. Seaworthy S.A. registered fishing vessels:

  1. A. The fees as set out in paragraph 2 do r~ot include the slipping and unslipping of vessels during normal working hours and shall, for all fishing harbours, be—
  1. payable on the actual total length of vessels measured between the extreme points to the nearest highest full metre, and calculated from the time the slipway takes the vessel until the time the vessel leaves the slipway; and
  2. payable for each continuous period of 24 hours or part thereof, including Sundays and public holidays, during which the slipways are occupied.

B. For each vessel slipped or unclipped on the slipway the following additional fees shall be payable:

  1. Cranes

A. Ordinary cranes:

  1. Per hour or part thereof during normal working hours: R80,00.
  2. Per hour or part thereof, outside normal working hours: R130,00.

B. Mobile cranes:

  1. 20 ton mobile crane: R200,00 per hour or part thereof.
  2. 55 ton mobile crane: R550,00 per hour or part thereof.
  1. Electrical power, for each eight hours or part thereof:

A. Per 220 volt single phase connection: R10,00.
B. Per 380 volt three phase connection: R30,00.
C. Own meter: R1,50 per kW.

  1. Fresh water:

A. For each kilolitre or part thereof: R5,00.
B. Additional charge per connection exceeding 25 mm: R25,00.

  1. Salt water pumps: Per connection, per hour or part thereof: R50,00.
  2. Use of hydraulic jacks and turfors: Per unit per day: R25,00.
  3. Floating rates: Per square meter, per year or part thereof: R60,00.
  4. Use of ladders: Per ladder, per day or part thereof: R20,00.
  5. Use of scaffolding: Per set of two scaffolds and two trestles: Per day or part thereof: R20,00.
  6. Temporary leasing of sites:

A. Sites not exceeding 25 square metres for repair and storage of fishing nets:

  1. On quays and breakwaters: Per day or part thereof: R55,00.
  2. Elsewhere: Per day or part thereof: R7,50.

B. Sites for other purposes:

  1. On quays and breakwaters: Per square metre, per week or part thereof: R60,00.
  2. Elsewhere:
  1. Per square metre, per week or part thereof: R1,50.
  2. Additional minimum tariff per week: R80,00.

C. Sites used for—

  1. Social community carnivals: R1 000,00 per day.
  2. Film makers shooting advertisements: R2 500,00 per day.
  1. Admission of vehicles:

A. Motor cars and motor cycles, per vehicle per day: R2,00.
B. All other vehicles, per vehicle per day: R5,00.
C. (i) Passenger busses to a maximum of 25 seats per day: R20,00.

  1. Passenger busses with more than 25 seats per day: R30,00.

D. Per vehicle per month: R30,00. E. Per vehicle per year: R200,00.

Exemption: Any vehicle which is being used in connection with construction or maintenance work on any jetty, wharf or other harbour works. Included SABS officials performing official duties in the fishing harbour.

  1. Admission of vessels on trailers:

A. Per registered fishing vessel per entry: R15,00 per day.
B. Per any other vessel, per entry: R30,00 per day.

  1. Hawkers:

A. Selling fresh fish, per day or part thereof: R50,00.
B. Other (excluding sites) per month or part thereof: R100,00.

  1. Use of fish cleaning facilities: Per table, per day or part thereof: R20,00.
  2. Selling of fish in a fish cleaning shed: Site per month or part thereof: R120,00.
  3. Erection and display of advertising signs:

A. Per square metre display area or part thereof, per year: R100,00.
B. Per square metro display area or part thereof, per month: R30,00.
C. Per square metre on the quay: 5 x 19, A or B.

  1. Transport by vessel of passengers, or divers within or from a fishing harbour: Per vessel per year or part thereof—
  1. vessels up to 10 meter: R2 500,00.
  2. vessels exceeding 10 meter: R5 000,00.
  1. Per vessel or any floating construction which is used as a restaurant, place of entertainment or as a shop: Per month or part thereof: R1 500,00.
  2. Where fees are prescribed per year or month or part thereof, such periods shall extend from 1 January to 31 December of a calendar year or from the first to the last day of a month, and such fees shall be payable in advance: Provided that any permit or ticket which has been issued in accordance with these regulations in terms of the Act, and which has not yet expired at the commencement of any amendment thereof, shall be deemed to be a valid permit or ticket issued in terms of this Schedule.
  3. For the purpose of this Schedule the expression "normal working hours" means Mondays to Fridays (excluding public holidays): 08:00-16:00.
  4. Where fees are prescribed for a week or part thereof, such periods shall extend from Monday to Sunday.
