VISTA UNIVERSITY AMENDMENT ACT NO. 40 OF 1993

ACT

To amend the Vista University Act, 1981, so as to insert or amend certain
definitions; to alter the constitution of the University; to further regulate
the appointment of a rector and a vice-rector, and the delegation of the
rector’s powers; to alter the constitution of the council, the senate and the
convocation; to provide for the election of students’ representative councils;
and to repeal the provision providing for the refusal of admission of students;
and to provide for matters connected therewith.

1.   Amends section 1 of the Vista University Act, No. 106 of 1981, as
follows:—paragraph (a) inserts the definitions of “campus” and “campus
director”; paragraph (b) inserts the definition of “emeritus professor”;
paragraph (c) inserts the definition of “student”; paragraph (d) inserts the
definition of “students’ representative council”; and paragraph (e) substitutes
the definition of “teacher”.

2.   Amends section 5 of the Vista University Act, No. 106 of 1981, by
substituting paragraphs (g) and (h), and adding paragraphs (i), ( j), (k), (l)
and (m).

3.   Amends section 8 of the Vista University Act, No. 106 of 1981, as
follows:—paragraph (a) substitutes the words preceding subsection (1) (a); and
paragraph (b) adds subsection (5).

4.   Amends section 9 of the Vista University Act, No. 106 of 1981, as
follows:—paragraph (a) substitutes the words preceding subsection (1) (a); and
paragraph (b) deletes subsection (2).

5.   (1)  Amends section 10 of the Vista University Act, No. 106 of 1981, as
follows:— paragraph (a) deletes subsection (1) (c), (d) and (e); paragraph (b)
substitutes subsection (1) ( f ), (g) and (h), and adds subsection (1) (i) and (
j); paragraph (c) substitutes subsection (8); and paragraph (d) deletes
subsection (9). (2)  Subsection (1) of this section shall come into operation on
1 January 1994.

6.   Amends section 11 of the Vista University Act, No. 106 of 1981, as
follows:—paragraph (a) substitutes subsection (1) (d) and (e); paragraph (b)
deletes the word “and” at the end of subsection (1) ( f ), and adds subsection
(1) (g) and (h); and paragraph (c) substitutes subsection (8).

7.   Amends section 13 (1) of the Vista University Act, No. 106 of 1981, as
follows:— paragraph (a) substitutes paragraph (b); and paragraph (b) substitutes
paragraph (c).

8.   Inserts section 13A in the Vista University Act, No. 106 of 1981.

9.   Repeals sections 22 and 37 of the Vista University Act, No. 106 of 1981.

10.   Amendment of certain expressions in Act 106 of 1981.—The principal Act is
hereby amended by the substitution for the expression “the statute”, wherever it
occurs, except in section 1, and the expression “by statute”, wherever it
occurs, of the expressions “the statutes” and “by the stautes”, respectively.

11.   Short title.—This Act shall be called the Vista University Amendment Act,
1993.
