Local government is the sphere of government closest to the people. When a municipality fails, residents feel it immediately. They feel it through dry taps, sewage spills, broken roads, unreliable refuse removal, unsafe streets, collapsing infrastructure, poor billing systems, and councillors who are absent when communities need them most. The United Democratic Movement (UDM) believes that local government must return to its core purpose. Municipalities must deliver basic services, manage ...

Thirty two years have passed since the dawn of South Africa’s democratic dispensation with its promise of a free and brighter future for us all. Our Constitution states, among other things, that the objects of local government are to ensure the provision of services to communities in a sustainable manner, to promote social and economic development, and to promote a safe and healthy environment. Also, a municipality must structure and manage its administration, budgeting and planning processes to give priority to the basic needs of the community. In breach of this constitutional duty, however, we see high levels of corruption and mismanagement resulting in poor, inefficient service delivery to communities.

After years of careful mismanagement and methodically executed corruption, most municipalities have fallen into different levels of dysfunction, including metros where tens of millions of South Africans live. Municipalities directly affect the lives of all South Africans and their collective failure to deliver even basic services now amounts to an assault on the dignity of South Africans. This crisis is man made, and this election provides an opportunity to put an end to the growing sense of despair experienced by millions of families unable to cushion themselves from municipal failure and a nationally high cost of living. Change will begin by electing the right people to Council.

Local governments must become dynamic economic hubs that prioritise local employment, support local businesses and protect the livelihoods of South African residents. Municipalities must enforce the law fairly, protect lawful businesses and ensure that South Africans are prioritised for economic opportunities.

Local government is where the promises of democracy must become visible in people’s everyday lives. It is where communities should experience reliable water and electricity, safer streets, clean public spaces, functioning infrastructure and real opportunities to build better lives. Yet, for too many South Africans, municipalities have become symbols of neglect, corruption, political interference and broken promises. BOSA’s Local Government Manifesto presents a practical plan to change this. It sets out our commitment to build municipalities that put people before politics, appoint skilled professionals, spend public money responsibly and hold leaders accountable for measurable results. Our approach focuses on restoring reliable basic services, strengthening local economies, supporting entrepreneurs, creating safer communities and ensuring that every councillor remains accessible and answerable to the people they serve.
